政府购买公共服务的风险防范研究

【摘要】：政府购买公共服务是一项提升国家治理能力现代化的制度安排。我国对这一制度的推行肇始于20世纪90年代,主要集中在政府购买养老服务领域,随后逐步扩展到教育文化服务、人才就业服务、医疗卫生服务、公共安全服务等领域。与以往的政府自给自足公共服务的方式相比,政府购买公共服务具有明显的优势,它节约了成本,提高了服务效率,增强了政府的服务意识,是政府简政放权,自我变革的重要手段。但是,我们在看到其积极性一面的同时,也要注意到其存在的不足,特别要注意到政府购买公共服务过程中的风险,这对于建立政府购买公共服务的风险管理机制和更好地发挥政府购买公共服务的作用具有重要意义。本文以政府购买公共服务为出发点,引出了政府购买公共服务的风险概念,运用科学的理论来分析政府购买公共服务的过程,结合宁波市海曙区政府购买居家养老服务的案例阐述政府购买公共服务风险的主要类型,分析风险产生的原因,为加强风险管理提供依据,并从完善决策机制、加强合同管理、强化监督管理、培育社会组织等四个方面提出相应的对策,为不断完善政府购买公共服务,提升政府公共服务的质量提供有价值的参考。
[Abstract]:The purchase of public services by the government is an institutional arrangement to enhance the modernization of the country's governance capacity. The implementation of this system in China began in the 1990s, mainly concentrated in the field of government purchase of pension services, and then gradually expanded to education and cultural services, talent employment services, medical and health services, public security services and other fields. Compared with the previous self-sufficient public service, the government has obvious advantages in purchasing public service. It saves the cost, improves the service efficiency, strengthens the government's service consciousness, and is the government's decentralization of power. An important means of self-change. However, while we see its positive side, we should also pay attention to its shortcomings, especially the risks in the process of government purchase of public services. This is of great significance for establishing the risk management mechanism of government purchasing public services and giving full play to the role of government in purchasing public services. This article takes the government purchase public service as the starting point, leads to the government purchase public service risk concept, uses the scientific theory to analyze the government purchase public service process, Combined with the case of the government of Haishu District of Ningbo to purchase the service for the aged at home, this paper expounds the main types of the risk of the government purchasing the public service, analyzes the causes of the risk, provides the basis for strengthening the risk management, and strengthens the contract management by perfecting the decision-making mechanism. Strengthen supervision and management, cultivate social organizations and put forward the corresponding countermeasures for the government to purchase public services and improve the quality of government public services to provide a valuable reference.
