知识管理视角下服务型政府建设的问题与对策研究

【摘要】：市场经济背景下,政府的公共服务职能越发重要,建设服务型政府成为我国政府建设的重要工作。服务型政府是以科学的宏观调控、有效的政府治理、切实转变政府职能、深化行政体制改革、创新行政管理方式、增强政府公信力执行力为目标进行建设,这就要求我们政府必须加强管理,寻找政府管理的最有效、最直接的管理方式。进入知识经济时代,知识管理被广泛应用于企业管理和政府管理之中,并发挥着越来越重要的作用。政府知识管理在电子政务的基础上,充分利用知识网络,对知识进行收集、组织、运用,进而提升政府的管理水平、工作效率以及公众对政府的满意度。服务型政府的建设过程中,更多的运用和依赖知识管理,知识管理在服务型政府创新管理方式、转变政府角色、提供政府服务等方面具有重要的理论意义和实践价值。本文以知识管理、政府知识管理、服务型政府为基础理论,从知识管理视角合理运用问卷调查和文献研究的方式,对我国的服务型政府建设进行研究。作者对目前我国服务型政府建设中的的简政放权、简化服务方式、政府管理创新等现状进行调查分析,经过深入研究发现服务型政府建设中存在服务意识淡泊、政务透明度低和管理方式滞后的问题,分析服务型政府建设问题的成因主要是责任缺失、政府知识管理的认知度低和信息不对称以及知识管理的应用滞后等,由此提出解决服务型政府建设问题的对策,具体为以“知识本位”加强政府管理、以知识管理加强政务公开和增强政府知识管理等对策。服务型政府建设是政府建设的全新模式,是根据我国特色的国情有针对性的开展实施的,因此建设过程中难免会走弯路、绕远路,政府知识管理作为政府管理的有效方式在服务型政府建设中被广泛应用,不管是从实践意义还是理论意义对服务型政府的建设都发挥着不可替代的作用,同时服务型政府建设对知识管理的依赖也使政府知识管理得到了发展,以知识管理为视角对服务型政府的研究,是对服务型政府建设的客观反映,也是知识管理在政府管理中的实践。
[Abstract]:Under the background of market economy, the public service function of government becomes more and more important. Service-oriented government aims at scientific macro-control, effective government governance, effective transformation of government functions, deepening of administrative system reform, innovation of administrative management methods, and enhancement of the executive power of the government's credibility. This requires our government to strengthen management, to find the most effective, most direct management. In the era of knowledge economy, knowledge management is widely used in enterprise management and government management, and plays a more and more important role. On the basis of e-government, government knowledge management makes full use of the knowledge network to collect, organize and apply knowledge, thus improving the government's management level, work efficiency and the public's satisfaction with the government. In the process of construction of service-oriented government, more application and reliance on knowledge management, knowledge management has important theoretical significance and practical value in innovative management mode of service-oriented government, transformation of government role, provision of government services, and so on. Based on the theories of knowledge management, government knowledge management and service-oriented government, this paper studies the construction of service-oriented government in China from the perspective of knowledge management by using questionnaire survey and literature research. The author makes an investigation and analysis of the present situation in the construction of service-oriented government, such as simplification of government administration, simplification of service mode, innovation of government management, and so on. After in-depth study, it is found that there is a weak sense of service in the construction of service-oriented government. The problems of low transparency of government affairs and lag of management mode are analyzed. The main causes of the construction of service-oriented government are lack of responsibility, low recognition of government knowledge management, asymmetry of information and lag of application of knowledge management, etc. Therefore, the countermeasures to solve the problem of service-oriented government construction are put forward, such as strengthening government management based on knowledge, strengthening the openness of government affairs and strengthening government knowledge management by knowledge management. The construction of service-oriented government is a new mode of government construction, which is carried out in accordance with the national conditions of our country. Therefore, in the process of construction, it is inevitable to take a detour and make a detour. As an effective way of government management, government knowledge management is widely used in the construction of service-oriented government, which plays an irreplaceable role in the construction of service-oriented government in terms of both practical and theoretical significance. At the same time, the dependence on knowledge management in the construction of service-oriented government also makes the government knowledge management develop. The research on service-oriented government from the perspective of knowledge management is an objective reflection of the construction of service-oriented government. It is also the practice of knowledge management in government management.
