【摘要】：在迅猛推进的数据信息化时代,对地方政府的信息资源进行整合、调整,对信息资源进行合理布局规划,充分利用好信息资源,从而提升地方政府信息资源配置的效果,是保持地方政府的高效性,提升地方政府内部工作效率的重要前提。在地方政府信息资源合理科学配置的基础下,对地方政府信息资源配置的效果进行合理评价分析,是满足公众对政务信息资源需求的必然要求,也将为打造高效信息化地方政府提供指导性意见。本文通过对国内外地方政府信息资源配置的准则及内涵的梳理,并通过对调查问卷的研究设计和实际调研,尝试构建了一套具有一定实施操作性的评价指标体系。同时,依据评测数据信息的特点,构建了基于粗糙集条件信息熵的智能综合评价模型,为地方政府信息资源配置评价提供了一条从数据出发、可实施性强的定量化分析途径。首先,通过对国内外地方政府信息资源配置相关研究的梳理分析,给出了文章的整体研究思路和理论框架。通过对信息资源、地方政府信息资源配置等相关概念的剖析,分析了地方政府信息资源的特性。通过大量的文献研究、实地调研考察和专家咨询,从影响地方政府信息资源配置效果的因素为研究切入点,构建了一套新的评价指标体系,为地方政府信息资源配置评价决策分析奠定了理论研究基础。其次,为了得到更加合理客观的地方政府信息资源配置评价分析结论,借助“依据数据说话”的粗糙集智能方法,首次构建了地方政府信息资源配置粗糙集条件信息熵评价模型,实现了定量化的智能评价决策分析。该模型精细考虑了评价决策问题中评测历史数据与复杂指标体系间的构成比例不协调的特点,将评价决策表进行合理分块划分,以层次式计算的方式实施了基于粗糙集条件信息熵的各评价指标权重的客观求取。最后,论文以湖南省长株潭15个区(县)级政府机关的调研数据为样本进行了实证研究。通过问卷调查、政府信息数据采集等方式获取原始评测数据,基于所构建的评价指标体系,借助本文所提出的粗糙集条件信息熵评价决策方法,给出了详细的评价决策实证分析过程,有效地验证了本文所构建指标体系的合理性。通过与相关评价决策分析方法的比较,进一步验证了本文评价决策模型的有效性与优越性。文末,依据实证研究结果,提出了提升地方政府信息资源配置效果的三点对策。
[Abstract]:In the era of data information, the information resources of local governments should be integrated and adjusted, and the information resources should be rationally distributed and planned so as to make full use of the information resources, so as to improve the effect of the allocation of information resources of local governments. It is an important premise to maintain the high efficiency of local government and improve the internal efficiency of local government. On the basis of rational and scientific allocation of local government information resources, it is necessary to evaluate and analyze the effect of local government information resources allocation to meet the public demand for government information resources. It will also provide guidance for building an efficient information-based local government. Through combing the criteria and connotations of the allocation of local government information resources at home and abroad, and through the research and design of the questionnaire and the actual investigation, this paper tries to construct a set of evaluation index system which has a certain implementation maneuverability. At the same time, according to the characteristics of evaluation data information, an intelligent comprehensive evaluation model based on rough set conditional information entropy is constructed, which provides a quantitative analysis method for local government information resource allocation evaluation based on data. First of all, through combing and analyzing the related research of local government information resource allocation at home and abroad, the paper gives the overall research ideas and theoretical framework. The characteristics of local government information resources are analyzed by analyzing the related concepts such as information resources, local government information resources allocation and so on. Through a lot of literature research, field investigation and expert consultation, this paper constructs a new evaluation index system from the factors affecting the effect of local government information resource allocation. It lays a theoretical research foundation for the evaluation and decision analysis of local government information resources allocation. Secondly, in order to obtain a more reasonable and objective evaluation and analysis conclusion of local government information resource allocation, the rough set intelligent method of "talking according to data" is used. For the first time, a rough set of conditional information entropy evaluation model for local government information resource allocation is constructed, and a quantitative intelligent evaluation decision analysis is realized. The model carefully considers the incongruity between the historical data and the complex index system, and divides the evaluation decision table into reasonable blocks. The objective calculation of weights of evaluation indexes based on rough set conditional information entropy is carried out by hierarchical calculation. Finally, the paper takes the data of 15 district (county) government agencies in Changzhutan, Hunan Province as a sample to conduct empirical research. Through questionnaire survey, government information data collection and other ways to obtain the original evaluation data, based on the evaluation index system, the rough set of conditional information entropy evaluation decision-making method proposed in this paper. A detailed empirical analysis process of evaluation decision is given, which effectively verifies the rationality of the index system constructed in this paper. The effectiveness and superiority of the evaluation decision model are further verified by comparison with the relevant evaluation decision analysis methods. At the end of the paper, according to the results of empirical research, three countermeasures are put forward to improve the allocation effect of local government information resources.
