完善我国公共政策制定中公民参与的路径研究

【摘要】：公共政策是政府实施社会管理和提供公共服务的主要方式,在管理社会事物和调控市场经济的过程中都发挥着不可替代的作用。公民参与的本质就在于确保公共政策能够真正代表和维护社会公共利益,推动公共政策的科学化和民主化进程。因此,公共政策制定过程中有无公民参与,影响着公共政策的合法性、合理性和可行性。近年来,我国政府高度重视公共政策制定过程中的公民参与,取得了许多令人鼓舞的成就,公民的参与意识和参与能力也在不断提高。但由于文化观念、参与制度、参与渠道等方面的影响,我国公民参与公共政策制定的现状与我国民主制度的要求还存在很大的差距。这主要表现在公民参与的主体能动性差、公民参与的行为方式有偏差以及公民参与的效果不佳等。因此,理性分析我国公共政策制定过程中公民参与存在的困境,进而从制度化建设、公民参与能力、政府决策方式等方面来寻找完善公民参与公共政策制定的路径,不仅能够激励公民积极地参与到公共政策的制定中来,而且对于实现公民有效政治参与也具有非常重要的理论和现实价值。
[Abstract]:Public policy is the main way for the government to implement social management and provide public service. It plays an irreplaceable role in managing social things and regulating the market economy. The essence of citizen participation is to ensure that public policies can truly represent and maintain social public interests and promote the scientific and democratic public policy. Therefore, there is no citizen participation in the process of public policy making, which affects the legitimacy, rationality and feasibility of public policy. In recent years, our government attaches great importance to the participation of citizens in the process of public policy making, and has achieved many encouraging achievements, and the awareness and ability of participation of citizens are also increasing. There is a big gap between the current situation of Chinese citizen participation in public policy making and the requirements of our country's democratic system. This is mainly manifested in the poor subject activity of citizen participation, the deviant behavior of citizen participation and the poor effect of citizen participation. This paper analyzes the dilemma of citizen participation in the process of public policy making in China, and then seeks to improve the path of citizen participation in public policy formulation from the aspects of institutionalized construction, citizen participation and government decision-making, which not only encourages citizens to actively participate in the formulation of public policies, but also provides effective political participation for citizens. And it also has a very important theoretical and practical value.
