【摘要】：工业投资作为整个社会固定资产投资的重要构成,不但对目前的投资有影响,长期而言对今后促进工业化的进程方面也将起到非常重要的作用。推动工业投资增长,就要充分发挥政府引导效应,积极响应习总书记提出的“国家治理体系和能力现代化”,提供高效的投资审批服务。这对缩短工业类基建项目报建审批周期,加速项目落地启动,营造投资良好环境,推动固定资产快速增长、带动社会经济快速发展而言意义重大。所以如何简化优化审批流程,构建高效行政审批模式,进一步深化工业类基本建设项目行政审批流程改革,亟待我们去研究解决。本文以宁波市江北区工业类基本建设项目报建审批流程改革的具体实践为主要研究对象,将全文分成五大块展开。第一部分总起,概括提出本文的研究背景、重难点和参考文献等。第二部分对相关概念和理论进行介绍,从理论依据和现实必要性两方面入手,为进行工业类基本建设项目行政审批流程改革提出依据。第三部分具体阐述分析宁波市江北区工业类基建项目行政审批流程改革的现状和问题。第四部分分析国内其他地区工业类基建项目行政审批流程改革案例,参考得出启示借鉴和下步改革路径。第五部分通过相关理念再造,对现行工业类基本建设项目的审批流程提出具体改革对策,为其他地区的基本建设项目开发建设领域的审批改革提供借鉴。
[Abstract]:As an important component of the investment in fixed assets of the whole society, industrial investment not only has an impact on the present investment, but also plays a very important role in promoting the process of industrialization in the long run. To promote the growth of industrial investment, we must give full play to the effect of government guidance, respond positively to General Secretary Xi's "modernization of national governance system and capacity," and provide efficient investment examination and approval services. This is of great significance to shorten the approval period of industrial infrastructure projects, accelerate the start of projects, create a good environment for investment, promote the rapid growth of fixed assets, and promote the rapid development of social economy. Therefore, how to simplify and optimize the approval process, construct an efficient administrative approval model, and further deepen the reform of the administrative approval process for industrial capital construction projects are urgently needed for us to study and solve. This paper focuses on the concrete practice of the reform of the approval process for industrial capital construction projects in Jiangbei District of Ningbo City, and divides the full text into five parts. In the first part, the research background, difficulties and references of this paper are summarized. The second part introduces the related concepts and theories, starting with the theoretical basis and the practical necessity, and puts forward the basis for the reform of the administrative examination and approval process of industrial capital construction projects. The third part analyzes the current situation and problems of administrative approval process reform of industrial infrastructure projects in Jiangbei District of Ningbo City. The fourth part analyzes the cases of administrative approval process reform of industrial infrastructure projects in other regions of China, and draws inspiration and the next reform path. The fifth part puts forward the concrete reform countermeasures to the approval process of the current industrial capital construction project through the related concept reengineering, and provides the reference for the examination and approval reform in the field of the development and construction of the capital construction project in other regions.
