贫困治理:中国慈善组织的实践与发展

【摘要】：中国慈善组织参与贫困治理经历了从被排斥、被接受到受欢迎的过程。在这一过程中,慈善组织逐渐发展壮大,不仅丰富了贫困治理资源,创新了贫困治理的方法与模式,而且弘扬了现代慈善理念。但在目前的脱贫攻坚战略实施中,慈善组织参与贫困治理还存在资源和效率有限、专业化程度不高以及参与机制不健全、法律体系不够完善等问题。促进慈善组织参与贫困治理需从健全减贫制度体系,建立贫困信息共享平台,加强慈善组织专业化建设和完善法律政策体系等方面多管齐下。
[Abstract]:The participation of Chinese charitable organizations in poverty management has gone through a process from exclusion and acceptance to popularity. In this process, the charity organization develops gradually, not only enriches the poverty management resources, innovates the method and model of poverty management, but also carries forward the modern charity idea. However, in the implementation of the strategy of overcoming poverty at present, there are still some problems such as limited resources and efficiency, low specialization, imperfect participation mechanism, imperfect legal system and so on. To promote the participation of charitable organizations in poverty management, it is necessary to improve the poverty reduction system, establish a poverty information sharing platform, strengthen the professional construction of charitable organizations and improve the legal and policy system.
