电子政务环境下基层政府知识共享研究

【摘要】：知识是知识经济时代的一种重要资源。在基层政府管理中,通过知识共享不仅可以对原有的知识进行概括总结,还能够创造出新的知识,从而有效的提高政府的工作效率,有助于服务型政府的建设。然而,我国传统的行政组织结构呈金字塔垂直式分布,电子政务作为一种技术手段,通过互联网技术,为基层政府知识共享搭建了一种有效的交流平台,能够使金字塔最底层的信息迅速的传至最高层,并及时对公民的需求进行回应。以电子政务为交流平台的基层政府知识共享研究,已成为基层政府管理和创新的理论和实践问题,对未来基层政府实现知识共享将产生极为重要的影响。文章介绍了电子政务及基层政府知识共享的相关理论内容,并且通过文献资料归纳法、实地考察法、问卷调查法等方法,利用社会学统计工具对收集的数据进行分析,并从基层政府与政府组织之间知识共享(G2G)、基层政府与商业机构间知识共享(G2B)、基层政府与公民间知识共享入手(G2C),发现电子政务环境下基层政府知识共享过程存在的问题,并从思想观念、组织建设、文化氛围、制度体系及技术手段等方面具体分析这些问题产生的原因。在此基础上,从转变基层政府知识共享的观念、完善基层政府知识共享的组织机构、健全基层政府知识共享的制度体系、营建良好的文化氛围、创新基层政府知识共享的技术手段五个方面探讨了电子政务环境下基层政府知识共享的实施对策。
[Abstract]:Knowledge is an important resource in the era of knowledge economy. In grass-roots government management, knowledge sharing can not only generalize the original knowledge, but also create new knowledge, thus effectively improve the efficiency of government work, and help the construction of service-oriented government. However, the traditional administrative organization structure of our country is distributed vertically by pyramid. As a technical means, E-government, through Internet technology, has set up an effective communication platform for the knowledge sharing of grass-roots government. It allows the information at the bottom of the pyramid to reach the highest level and respond to the needs of citizens in a timely manner. The research on knowledge sharing of grass-roots government based on e-government has become a theoretical and practical problem of grass-roots government management and innovation, which will have an extremely important impact on the realization of knowledge sharing by grass-roots governments in the future. This paper introduces the relevant theoretical contents of e-government and grass-roots government knowledge sharing, and analyzes the collected data by means of literature induction, field investigation, questionnaire survey and so on, using sociological statistical tools. From the aspects of knowledge sharing between grass-roots government and government organization, knowledge sharing between grass-roots government and commercial organization, knowledge sharing between grass-roots government and citizens, the problems in the process of knowledge sharing between grass-roots government and citizen are found. The causes of these problems are analyzed from the aspects of ideology, organizational construction, cultural atmosphere, system and technical means. On this basis, we should change the concept of knowledge sharing of grass-roots government, perfect the organization of knowledge sharing of grass-roots government, perfect the institutional system of knowledge sharing of grass-roots government, and build a good cultural atmosphere. This paper probes into the implementing countermeasures of knowledge sharing of grass-roots government under the environment of E-government from five aspects of innovating the technical means of knowledge sharing of grass-roots government.
