天津自贸区行政审批服务机制创新研究

【摘要】:随着我国建设服务型政府理念的深入,以及党中央全面深化改革的战略部署和国务院推进简政放权、放管结合、优化服务的总体要求,天津自贸区行政审批服务工作瞄准化解群众“办事慢”“办事难”的目标,一步步深入推进。从某种程度上可以说,天津自贸区力求在行政审批服务机制上有所创新,是为了可以引导一大批企业有序迁移到天津,带动京津冀地区的经济发展,并且更好地服务于落户在自贸区的企业。鉴于天津自贸区正处于起步发展阶段,且行政审批服务机制在天津自贸区有所创新发展,因此,研究天津自贸区如何更好地完善行政审批服务机制更具有现实性与前瞻性,以便为其他地区行政审批服务机制创新提供可供复制推广的经验。以“提升效能、改善服务”为目标,天津自贸区行政审批服务机制创新主要在五个方面上取得了成绩:形成了全程专业化的帮办服务办理机制、部门间无缝衔接的协作机制、公平公开的内部管理机制、权力透明运行的监督机制,以及人性化服务举措的微创新成果。与此同时,在自贸区综合服务大厅两年的运行中,经调研分析发现也存在一些亟待改进的问题:内部管理制度建设亟待加强、外部协作机制亟待建立、外部监督机制亟待健全、网上审批效率亟待提升、以及细节服务意识仍须强化。为此,在比较借鉴典型国家和地区行政审批服务机制有益经验的基础上,通过增强“内部顾客”的满意度以及完善行政服务标准体系实现内部管理创新;增加信息反馈功能、引导行业协会承接审批服务事项、建立与市域外政府沟通协作机制实现协作创新;引入第三方专业测评机构以及拓展公众监督渠道来实现监督创新;打造“网+线+端”智慧审批服务新模式实现办理创新;设置便民服务设施、提升工作人员素质来实现细节服务微创新。通过五个方面的创新来构建一种“对内‘管理+制约’”,“对外‘高效+优质’服务”的行政审批服务新机制。
[Abstract]:With the deepening of the concept of building a service-oriented government in our country, as well as the strategic plan of the CPC Central Committee to comprehensively deepen the reform and the overall requirements of the State Council to promote the streamlining of government power, the combination of deregulation and management, and the optimization of services, The administrative examination and approval service of Tianjin Free Trade Zone aims at resolving the masses'"slowness" and "difficulty", and advances step by step. To some extent, it can be said that the Tianjin Free Trade Zone strives to make innovations in the mechanism of administrative examination and approval services in order to guide a large number of enterprises to migrate to Tianjin in an orderly manner and to promote the economic development of the Beijing-Tianjin-Hebei region. And better serve the establishment of enterprises in the free trade area. In view of the fact that Tianjin Free Trade area is in its initial stage of development, and the mechanism of administrative examination and approval service has been innovating and developing in Tianjin Free Trade area, it is more realistic and forward-looking to study how to improve the administrative examination and approval service mechanism of Tianjin Free Trade area. In order to provide other regional administrative examination and approval service mechanism innovation can be replicated and promoted experience. With the goal of "improving efficiency and improving service", the innovation of administrative examination and approval service mechanism in Tianjin Free Trade area has made achievements in five aspects: the professional assistant service management mechanism, the cooperation mechanism of seamless connection between departments, Fair and open internal management mechanism, power and transparent operation of the supervision mechanism, as well as human service initiatives micro-innovation results. At the same time, during the two years of operation of the comprehensive service hall of the Free Trade area, through investigation and analysis, it is found that there are some problems that need to be improved: the construction of internal management system should be strengthened, the external cooperation mechanism should be established, and the external supervision mechanism should be improved. The efficiency of online examination and approval needs to be improved urgently, and the consciousness of detail service still needs to be strengthened. Therefore, on the basis of comparing and drawing lessons from the beneficial experience of the administrative examination and approval service mechanism of typical countries and regions, through enhancing the satisfaction of "internal customers" and perfecting the administrative service standard system, we can realize the innovation of internal management and increase the function of information feedback. Guide the industry association to undertake the examination and approval of service items, establish communication and cooperation mechanism with the city and foreign governments to achieve collaboration and innovation, introduce third-party professional evaluation agencies and expand public supervision channels to achieve supervision innovation; Create a "network terminal" intelligent examination and approval service new mode to achieve management innovation, set up convenience service facilities, improve the quality of staff to achieve micro-innovation of detail services. Through the innovation of five aspects, a new mechanism of administrative examination and approval service of "internal 'management restriction' and" external 'high efficiency and high quality service "is constructed."
