网络舆论对政府行为的影响及对策研究

【摘要】：上世纪90年代末,互联网进入中国,历经几十年的迅猛发展,网络用户数量激增,我国已经成为世界上网民最多的国家。作为新兴媒体的互联网具有公平、自由、开放等显著特性,网络舆论应运而生并成为社会舆论的一部分。伴随着互联网的发展,网络舆论正在发挥着不可替代的社会作用,人们也看到了它对政府行为的积极影响:促进政府与公众的交流沟通,促进政府机构政务信息公开,促进政府工作的运行效率。与此同时,网络舆论的内在缺陷使得政府有必要对其进行管理,以构建和谐社会。因此,阐明网络舆论和政府行为的各个要素对进一步了解网络舆论对政府行为的影响十分必要,具有重要的理论价值和实践意义。本文以“沉默的螺旋”理论和公众参与理论为理论基础,运用文献研究法、案例分析法和比较研究法来探讨现阶段我国网络舆论对政府行为的影响及对策。首先系统介绍了网络舆论、政府行为、本文理论基础和网络舆论对政府行为影响等相关的概念。继而分析了我国网络舆论对政府行为的有利影响,剖析网络舆论对政府行为的消极影响及原因。通过多个我国网络舆论影响政府行为的案例进行分析总结,说明网络舆论已经成为影响政府行为不可忽视的因素。再者,本文介绍美国、新加坡和德国政府应对网络舆论的经验及启示。文章最后从宏观到微观的角度,提出发挥我国网络舆论对政府行为的有利影响,规避其消极影响的对策和建议:建立健全相关法律法规,加强政府自身建设,引入非政府组织和提高网络媒体从业人员及网民素质。
[Abstract]:At the end of 1990s, the Internet entered China. After decades of rapid development, the number of Internet users has increased dramatically. China has become the country with the largest number of Internet users in the world. As a new media, Internet has the characteristics of fairness, freedom, openness and so on. Network public opinion emerges as the times require and becomes a part of public opinion. With the development of the Internet, Internet public opinion is playing an irreplaceable social role. People also see its positive impact on government behavior: to promote the communication between the government and the public, to promote the publicity of government information. To promote the efficiency of government work. At the same time, the internal defects of network public opinion make it necessary for the government to manage it in order to build a harmonious society. Therefore, it is necessary to clarify the factors of network public opinion and government behavior for further understanding the influence of network public opinion on government behavior, which has important theoretical value and practical significance. Based on the theory of "the spiral of silence" and the theory of public participation, this paper uses literature research, case analysis and comparative research to explore the influence of network public opinion on government behavior and its countermeasures. Firstly, this paper systematically introduces the concepts of network public opinion, government behavior, the theoretical basis of this paper and the influence of network public opinion on government behavior. Then it analyzes the beneficial influence of the network public opinion on the government behavior, and analyzes the negative influence of the network public opinion on the government behavior and the reasons. Through the analysis and summary of many cases of influence of internet public opinion on government behavior in China, it is shown that network public opinion has become a factor that can not be ignored. Furthermore, this paper introduces the experiences and implications of the governments of the United States, Singapore and Germany in dealing with Internet public opinion. Finally, from the macroscopic to the microscopic angle, the paper puts forward the countermeasures and suggestions of exerting the beneficial influence of the network public opinion on the government's behavior and avoiding its negative influence: establishing and perfecting the relevant laws and regulations, strengthening the government's own construction, Introduction of non-governmental organizations and improve the quality of network media practitioners and Internet users.
