山东W市基层公务员激励机制研究

【摘要】:对政府部门制定的相关规定进行实施以及对社会管理中提供一定的服务是公务员的基本职责所在,公务员在我国数量巨大,但是92%都是基层公务员。这些基层公务员对国家起到了很大的贡献,主要在管理以及服务上面,他们体现的是国家政府的形象。国家和政府在管理措施上面进行不断的优化,使得公务员制度更加成熟完善,同时国内学者和专家也对公务员制度做了大量的研究,但是在公务员各项制度的对基层这一级别公务员队伍的激励机制的研究上还有欠缺。在公务员的激励机制上存在一些有待研究的问题,这种问题存在致使公务员制度建设的完善上存在一定阻碍。为了积极响应国家出台的关于公务员激励机制的多项政策措施,W市采取了多项举措,使得公务员在激励机制方面有一定完善。这些激励的相关办法以及措施都是以社会经济发展作为前提的。在这个背景下,本文对于W市基层公务员激励机制的完善进行了具体分析和探讨。为了要对公务员中激励方式做深入分析,这里先对管理学和经济学中相关激励理论进行阐述。通过对该学科进行研究,可以对公务员激励问题研究得到一定的方法。通过具体问题具体分析,其就是理论研究之后并且与实际问题进行结合的方法。这种专业性非常强的实践性学科,其建设和研究也要进行细致评估进行相关工作的开展。通过历史以及继承的观点可以对该制度进行研究,其形式主要是通过辩证法来完成的。为了对基层公务员的激励制度现状进行调查,本研究特地采取了问卷调查的形式进行分析,通过深入剖析公务员的激励制度,可以得到影响制度完善的深层次原因,文章对待该问题提出了一定的建议和意见,本文主要分为五个环节。第一部分是绪论部分,主要阐述了本研究背景及意义,研究方法和研究内容。第二部分基层公务员激励机制相关基础理论。为了进一步研究公务员的激励政策,本文首先对文中的一些定义进行了说明,还对一些理论知识进行说明,这样更便于以后相关研究的需要。第三部分W市公务员激励机制现状分析。该部分先对所在W的基层公务员的状况进行了调查,并且通过问卷的形式,分析和研究了公务员的一些相关激励制度,并且对当前的制度进行了评估。第四部分指出W市基层公务员激励机制中存在的问题及原因。第五部分根据问题提出一定的解决对策,通过前面几个章节的铺垫,这里提出了相关激励政策的一个补充和加强,给政策进一步实施提供了便利。第六部分结论。总结文章中的所有重点,对激励政策的研究也提出了一些发展前景。本研究得出了以下主要结论:第一,W市基层公务员激励机制现状为:工作本身的总体激励机制比较满意、工作回报的总体激励机制不太满意、工作环境的总体激励机制满意度比较高、工作培训的总体激励机制不满意及工作整体激励机制为非常不满意。第二,为了对W的公务员激励政策进行研究,这里特地采取了理念以及制度的方式进行分析和研究,然后对公务员的激励机制提出一定的应对措施,其包括对奖惩制度的规范以及薪酬体系的重新整合,还包括在竞争中建立公平的机制。并且对基层公务员的激励办法能够很好的实施提供了强有力的后盾。由于此次研究是作者个人能力有限,所以诸多方面考虑不周全,存在一定的弊端。这次的研究中,发现在对样本的选择以及研究中,存在一定的片面性,需要以后加强验证的力度,本文的研究主要是以基层公务员为主体的,希望通过基层公务员相关激励机制的研究讨论,对激励机制方面的有关理论实践研究起到了一定的推进作用。
[Abstract]:It is the basic duty of civil servants to carry out relevant regulations formulated by government departments and provide certain services to social management. The number of civil servants in our country is huge, but 92% of them are grass-roots civil servants. These grassroots civil servants have made great contributions to the country, and the main purpose is to manage and service them, and they embody the country. The government's image. The state and government are constantly optimizing the management measures, making the civil service system more mature and perfect, while domestic scholars and experts have done a lot of research on the civil service system, but there is still a lack of research on the incentive mechanism of the public servants in the civil service system. There are some problems to be studied in the incentive mechanism of civil servants. There are some obstacles in the improvement of the civil service system construction. In order to actively respond to a number of policy measures issued by the state on the incentive mechanism of civil servants, W city has taken a number of measures to improve the incentive mechanism of civil servants. The relevant measures and measures of these incentives are based on the social and economic development. Under this background, this paper makes a concrete analysis and Discussion on the improvement of the incentive mechanism of the grass-roots civil servants in the W city. In order to make a thorough analysis of the incentive methods in the civil service, the relevant incentive theory in the economics and economics is first explained. Through the study of this subject, we can get some methods to study incentive problems of civil servants. In order to investigate the current situation of the incentive system for civil servants, this study has specially adopted the form of questionnaire investigation, and through in-depth analysis of the incentive system of civil servants, it can be affected. In the deep reason of the system perfection, the article puts forward some suggestions and opinions on the problem. This article is divided into five parts. The first part is the introduction part, which mainly expounds the background and significance of this research, the research method and the research content. The second part is the basic theory of the incentive mechanism of the grassroots civil servants. The incentive policy of the members, this article first explains some of the definitions in the article, and also explains some theoretical knowledge, so it is more convenient for the future research. The third part of the status analysis of the incentive mechanism of the civil servants in the W city. This part first investigates the status of the grass-roots civil servants located in the W, and points out the form of the questionnaire. In the fourth part, the fourth part points out the problems and reasons in the incentive mechanism of the grass-roots civil servants. The fifth part puts forward some solutions according to the problems, and puts forward one of the relevant incentive policies through the pads in the previous chapters. Summarize all the key points in the article, and put forward some prospects for the study of incentive policy. This study draws the following main conclusions: first, the status of the incentive mechanism of the grassroots civil servants in W is: the overall incentive mechanism of the work itself is satisfactory, and the work is satisfactory. The overall incentive mechanism of the return is not satisfied, the overall incentive mechanism of the working environment is more satisfactory, the overall incentive mechanism of the work training is not satisfied and the overall incentive mechanism of the work is very dissatisfied. Second, in order to study the incentive policy of the civil servant of W, the idea and system are specially adopted to analyze and analyze the incentive mechanism. Research, and then put forward some countermeasures to the incentive mechanism of civil servants, including the standardization of the system of rewards and punishment and the reintegration of the salary system, and the establishment of a fair mechanism in the competition. And it provides a strong backing for the good implementation of the incentive methods for the grassroots civil servants. The ability is limited, so many aspects are not considerate, and there are some drawbacks. In this study, we found that there is a certain one sidedness in the selection and research of the sample, and it needs to strengthen the strength of verification in the future. The research of this paper is mainly based on the grassroots civil servants, and hopes to study the related incentive mechanism of civil servants at the grass-roots level. The discussion has played a certain role in promoting the theoretical and practical research on the incentive mechanism.
