服务型政府视角下公务员服务精神培育研究

【摘要】:服务型政府概念的提出受到西方新公共管理理论影响,由英、美两国率先进行政府改革实践,之后传播到西方各国并产生积极影响。近些年,我国地方政府逐步进行政府行政改革,并在改革的过程中积累一定经验,在2004年中央党校省部级主要领导干部高级研究班上,服务型政府概念首次被中央采纳。我国专家、学者围绕服务型政府建设展开论述、研究,越来越多的实践经验与研究成果均表明,建设服务型政府的关键在于落实服务精神,而这正是本文的切入点。在服务型政府视角下,培育公务员的服务精神,希望以此对我国服务型政府建设产生有益影响。第一章主要介绍了研究的背景、意义、综述、方法及创新点等内容。第二章分别从服务型政府和公务员服务精神两个方面展开理论研究,进而指出两者之间的关系,即培育公务员服务精神对建设服务型政府具有意义:培育公务员服务精神是建设服务型政府的关键环节;也是提升政府公信力的有力保障;培育服务精神是建设服务型政府的基本要求;培育公务员服务精神可以提高政府工作效率。从概述服务型政府发展过程中,得出我国服务型政府是具有公共性、服务性、法治性、责任性、透明性的政府,而公务员服务精神也深受传统文化“以民为本”思想、马克思主义公仆理论、“为人民服务”思想、新公共服务等理论影响,公务员在工作中应具备平等、责任、创新、奉献等精神内涵。第三章指出在服务型政府建设过程中,存在公务员服务精神缺失的现象,并以此作为本文的切入点。通过分析发现:“四风”思想是公务员服务精神缺失的现实因素;公仆意识缺失是公务员服务精神欠缺的内在因素;法制建设滞后是导致公务员服务精神缺失的外在因素;服务意识陈旧是制约公务员服务精神提升的关键。第四章着重从三个角度展开对公务员服务精神培育的论述,通过推进公务员相关法规执行、健全我国公务员管理制度、完善公务员监督机制来加强相关的法规制度建设;加强公务员服务能力培训,增进职业道德培育,夯实理想信念教育,以此来提升我国公务员服务素质;通过借鉴美国、新加坡、英国等国家的先进培育经验,加强公务员服务精神培育,从而推进我国服务型政府的构建进程。
[Abstract]:The concept of service-oriented government was influenced by the western new public management theory. Britain and the United States took the lead in the practice of government reform, and then spread to the western countries and had a positive impact. In recent years, our local government has gradually carried out the reform of government administration, and accumulated certain experience in the process of reform. In 2004, the concept of service-oriented government was adopted by the central government for the first time in the senior research class of the main leading cadres at the provincial and ministerial level of the Central Party School. Experts and scholars in our country discuss and study the construction of service-oriented government, more and more practical experience and research results show that the key to building service-oriented government lies in the implementation of the spirit of service, and this is the breakthrough point of this paper. From the perspective of service-oriented government, it is hoped that the service spirit of civil servants will have a beneficial impact on the construction of service-oriented government in China. The first chapter introduces the background, significance, summary, method and innovation of the research. The second chapter starts the theoretical research from two aspects of service-oriented government and civil servant service spirit, and then points out the relationship between them. That is, cultivating the service spirit of civil servants is of significance to the construction of a service-oriented government: fostering the spirit of service for civil servants is the key link in building a service-oriented government, and it is also an effective guarantee for enhancing the credibility of the government. Cultivating the spirit of service is the basic requirement of building a service-oriented government, and cultivating the spirit of service of civil servants can improve the efficiency of government work. In the course of the development of service-oriented government, it is concluded that the service-oriented government of our country is a government with public, service, rule of law, responsibility and transparency, and the spirit of service of civil servants is deeply rooted in the traditional culture of "people-oriented" thought. The theory of Marxist public servant, the thought of "serving the people" and the theory of new public service should have the spiritual connotation of equality, responsibility, innovation and dedication in their work. The third chapter points out that in the construction of service-oriented government, there is a lack of service spirit of civil servants, and this as the breakthrough point of this article. Through the analysis, it is found that the idea of "four winds" is the realistic factor of the lack of service spirit of civil servants, the lack of public servant consciousness is the internal factor of the lack of service spirit of civil servants, the lag of legal system construction is the external factor leading to the lack of service spirit of civil servants. The old sense of service is the key to the improvement of the service spirit of civil servants. The fourth chapter focuses on the cultivation of civil servant service spirit from three angles, through the promotion of civil servant related laws and regulations implementation, improve our civil servant management system, improve the civil service supervision mechanism to strengthen the relevant legal system construction; Strengthen the training of civil servants' service ability, enhance the cultivation of professional ethics, consolidate the education of ideals and beliefs, so as to improve the service quality of civil servants in our country, and learn from the advanced training experiences of the United States, Singapore, Britain and other countries, Strengthen the cultivation of service spirit of civil servants, so as to promote the construction process of service-oriented government in China.
