大数据推动的政府治理方式创新研究

【摘要】：[目的/意义]大数据时代,政府的"数据孤岛"获得新的流动方式,数据的释放被赋予高价值的预期。[方法/过程]数据的深度分析为政府创新管理模式、实现智能化服务、提高系统内运行效能等创造了实现路径,但这一路径的实现面临着极大的挑战,包括对政府大数据如何应用,如何与外部数据进行耦合等问题尚有很多讨论空间。[结果/结论]文章围绕数据的汇聚、整合、共享、开放和应用,从理念、制度、技术、保障等方面提出对策和建议。
[Abstract]:In the era of big data, the government's "data island" obtains a new flow mode, and the release of data is expected to be of high value. The depth analysis of [method / process] data has created the realization path for the government to innovate the management mode, realize the intelligent service, improve the running efficiency of the system, etc., but the realization of this path is facing great challenge. There is still much room for discussion on how to use big data and how to couple with external data. [results / conclusion] the article puts forward some countermeasures and suggestions on data aggregation, integration, sharing, opening and application, from the aspects of concept, system, technology, security, etc.
