北京市应急门户网站改进问题研究

【摘要】：应急管理是政府加强社会治理和确保人民生命财产安全的重要职责,应对突发事件和风险的能力已经成为考量各级政府执政能力的一项重要内容。同时,作为信息时代行使政府职能、提供公共服务的重要载体,政府网站已经成为政府履职的重要平台,应急管理类政府网站更是成为公开突发事件信息、普及防灾自救知识、提供应急救助服务、回应社会关注的第一平台。目前我国各级政府都十分重视通过政府网站来宣传应急管理工作、普及防灾减灾知识、提高全社会的防灾应急能力。但目前应急类政府网站的建设、管理及运行维护方面都还存在一些问题,本文通过对国内外应急门户类网站建设现状的分析,依据国家对政府网站的最新功能定位,结合北京市应急管理工作的特点、现状,从网站定位、用户需求分析、信息发布、政策解读、网站影响力和内容建设机制等方面总结了北京市应急门户网站目前存在的问题及产生原因,并有针对性的提出了提高工作认识、加强需求分析、明确网站定位、转变工作观念、完善信息发布、深化政策解读、利用新兴媒体、拓展传播渠道、构建协调机制、增强网站意识和借鉴国内外先进经验等方面的对策建议。
[Abstract]:Emergency management is an important responsibility for the government to strengthen social governance and ensure the safety of people's lives and property. The ability to deal with emergencies and risks has become an important part of the government's ability to govern at all levels. At the same time, as an important carrier of government functions and public services in the information age, the government website has become an important platform for the government to carry out its duties, and the emergency management government website has become an important platform for opening emergency information and popularizing the knowledge of disaster prevention and self-help. Provide emergency services to respond to social concerns the first platform. At present, governments at all levels in our country attach great importance to publicizing emergency management through government websites, popularizing knowledge of disaster prevention and mitigation, and improving the ability of disaster prevention and emergency response in the whole society. However, there are still some problems in the construction, management and operation and maintenance of emergency government websites. According to the characteristics and current situation of emergency management in Beijing, from the site positioning, user needs analysis, information release, policy interpretation, This paper summarizes the existing problems and causes of the emergency portal website in Beijing from the aspects of website influence and content construction mechanism, and puts forward to improve the working understanding, strengthen the demand analysis, clarify the position of the website, and change the working concept. Improve information release, deepen policy interpretation, utilize new media, expand communication channels, construct coordination mechanism, strengthen website awareness and draw lessons from advanced experience at home and abroad.
