【摘要】：行政管理的有效实施离不开行政效率,行政效率是对行政机关和行政人员从事管理活动效果的度量和评价。国外很多国家很早就开始了对行政效率问题的研究和探讨,而我国对行政效率的研究和实践却相对滞后。在社会主义现代化建设的新时期,如何建立一个与转轨和变革阶段相协调适应的政府,如何将政府把握全局、协调关系、引导方向、推进改革的行政管理职能高效率的发挥出来,使经济和社会和谐发展。以上问题的研究,具有重要的现实意义。因此,本文围绕政府行政效率这一主旨,着重阐述以下几点内容:首先,明确研究对象和相关理论。在研究行政效率基本观点的同时,借鉴国内外研究成果,按照我国的具体情况对政府行政效率进行界定;然后分析了行政效率的衡量指标,为建立行政效率的理论模型奠定了理论基础。其次,因素现状分析。着重分析现实中行政效率存在的问题:行政观念落后、行政决策方式偏差、监督约束机制不健全等,阐述现象的同时分析根源所在;然后对行政效率的因素进行分析,探讨因素之间的相互关系,为最终解决行政效率的途径提供理论指导。再次,解决问题。从行政效率的几个因素入手,提出提高政府行政效率的途径和解决方法,当务之急就是要努力提高行政速度,加强行政成本控制和提高行政行为的正确度。
[Abstract]:The effective implementation of administrative management can not be separated from administrative efficiency, which is the measurement and evaluation of the effect of administrative organs and administrative personnel engaged in management activities. Many foreign countries began to study and discuss the administrative efficiency very early, but the research and practice of administrative efficiency in our country lagged behind. In the new period of socialist modernization, how to establish a government that is in harmony with the transition and reform stage, how to grasp the overall situation of the government, how to coordinate the relationship, and how to guide the direction, Promoting the reform of the administrative functions of high efficiency, so that economic and social development. The study of the above problems has important practical significance. Therefore, this paper focuses on the government administrative efficiency, focusing on the following points: first, clear research object and related theory. While studying the basic viewpoint of administrative efficiency, drawing lessons from domestic and foreign research results, defining the government administrative efficiency according to the specific situation of our country, and then analyzing the measurement index of administrative efficiency. It lays a theoretical foundation for the establishment of a theoretical model of administrative efficiency. Secondly, the present situation of factors is analyzed. This paper analyzes the problems of administrative efficiency in reality, such as the backward concept of administration, the deviation of administrative decision-making mode, the unsound supervision and restraint mechanism, and so on, expounds the phenomenon and analyzes the root causes at the same time, and then analyzes the factors of administrative efficiency. To explore the relationship between factors and provide theoretical guidance for the final solution of administrative efficiency. Again, solve the problem. Starting with several factors of administrative efficiency, this paper puts forward the ways and solutions to improve the administrative efficiency of government. The urgent task is to improve the speed of administration, strengthen the control of administrative cost and improve the correctness of administrative behavior.
