【摘要】：大数据是一个具有十分丰富内涵的概念。从本质上看,它不仅指超大规模的巨量数据,还包括数据的处理和应用,是数据对象、数据处理技术与数据应用的有机统一。大数据不仅改变着社会生产方式和生活方式,同时也改变着人们考察世界的方式与方法,它正以超人想象的速度与方式在诸如社会、经济、学术、科研、国防、军事等社会的各个领域开启了变革之门。运用和使用大数据与社会发展的密切关联性来解决社会生产和生活中现实问题,是大数据时代社会发展的必然趋势。这种关联性不仅表现在数据科学与产业调整、技术进步等生产的领域,而且表现在商业模式设计、生态价值选择等社会商业服务层面,同时它还表现在公共教育、医疗卫生、公共服务等社会治理的更广阔领域。当前,大数据与人类社会的关联性,最直接的体现就是它渗透于人类的思维领域,引起人类思维的根本性变革,形成了人类认识世界和改造世界的新理念和新思维,而且这些理念已经在包括政府宏观部门、产业界与学术界,甚至微观的个人消费者被深度接受、广泛使用。这种思维方式除了将更好的解决生产技术问题、商业问题、科技问题之外,它更直接作用于各种社会问题,能够有效改变社会治理的基本策略与思路,促进社会治理效率的不断提升。大数据出现之后,以数据为基础的大数据思维对人类经济社会发展与社会治理水平提高方面的影响是十分巨大的。本文正是从大数据思维与社会治理的相关性出发,通过对社会治理方面运用大数据思维所发挥的作用入手,分析了大数据思维对于社会治理效率提升的实际影响以及面临的困境,从而肯定了大数据思维的积极意义,同时也针对这一新生事物的发展困境,提出了今后使用大数据思维应当注意的问题和相关的应对策略。从文章的内容结构上看,本文从五个方面展开了论述:第一部分是引言部分,这部分主要说明了本研究的背景、意义以及国内外相关研究的基本状况,从而提出本研究开展的重要意义;第二部分为理论基础部分,主要是对相关概念和理论做了简单的说明和界定,为研究的深入和本研究的可行性提供了研究的理论认识基础;第三部分是本文的核心部分,主要研究了大数据思维在社会治理中的运用,选取了教育、医疗、公共服务等社会治理的三个主要方面有关大数据思维的实际运用,从而说明了大数据思维对社会治理水平提升的积极意义;第四部分是深入挖掘部分,是在分析积极意义的基础上对于大数据时代的大数据思维可能会遇到的挑战与困境做了一些必要的分析与预测,为大数据思维的正确使用和科学发展做了补充性说明;第五部分,是本文的结论部分,本部分我试图在分析的基础上,提出国家在大数据时代开发运用大数据思维应当采取的基本策略,并最后得出本文的基本结论。在研究中既注重概念分析和文献分析,又重视案例与实证分析。具体来讲,研究中综合运用了科学技术哲学、社会学等学科的理论知识对大数据在社会治理层面的作用进行研究。同时做到问题导向有的放矢,力求立足本专业的理论知识,突出对涉及主题的深层次研究,注意多领域理论知识的综合和统一;既注重宏观上探讨作为大数据思维与社会发展的整体关联性研究,又从微观上分析大数据思维在教育、医疗、公共服务等领域参与社会治理的方法和效果的研究,从而提出大数据思维在社会治理层面的基本观点。
[Abstract]:Large data is a very rich concept. In essence, it not only refers to the huge amount of massive data, but also includes the processing and application of data. It is the organic unity of data objects, data processing technology and data application. Large data not only changes the social production style and life style, but also changes the people's investigation world. The way and method of the boundary has opened the door to change in various fields, such as social, economic, academic, scientific research, defense, military and other social fields, such as social, economic, academic, scientific research, military and other social fields. The second part is the basic part of the theory, which is a simple explanation and definition of the related concepts and theories, which provides a theoretical understanding for the in-depth study and the feasibility of this study. The third part is the core part of this article. It mainly studies the application of big data thinking in social governance, selects three main aspects of social governance such as education, medical treatment, public service and so on, and explains the positive significance of big data thinking to the improvement of social governance. The fourth part is the fourth part On the basis of the analysis of the positive significance, we have made some necessary analysis and prediction on the challenges and difficulties that the big data thought may encounter in the big data age, and made a supplementary explanation for the correct use and scientific development of the big data thinking. The fifth part is the conclusion part of this article, and this part of this part I try to analyze. On the basis of this, we put forward the basic strategies that the state should adopt in developing large data thinking in the era of big data, and finally draw the basic conclusions of this article. In the study, we not only pay attention to the concept analysis and the literature analysis, but also attach importance to the case and the empirical analysis. In particular, the research comprehensively uses the theory of science and technology philosophy and sociology. Knowledge makes a study of the role of large data in the level of social governance. At the same time, it makes the problem oriented, strives to be based on the theoretical knowledge of the major, and emphasizes the deep research on the subject, and pays attention to the integration and unification of the theoretical knowledge of many fields; it pays attention to the overall relevance of macro data thinking and social development. It also analyzes the methods and effects of big data thinking in the fields of education, medical treatment, public service and other fields, and puts forward the basic views of large data thinking in the level of social governance.
