基于政府知识管理的辽宁省政府信息依申请公开机制研究

【摘要】：随着知识经济和全球化信息网络的高速发展,知识已成为促进当今社会各方面发展的重要资源之一,社会各界都在储备丰富的知识资源以应对不断变化的外部环境。政府知识管理作为新经济时代下的政府管理方法,是政府在内外变化的环境中不断改善管理方式、提高行政效率的有效途径。政府信息依申请公开机制是公民申请和获得信息的有效途径,是政府信息公开机制的重要组成部分,能够有效促进和提升服务型政府的建设水平。为此,本文将政府知识管理的理论方法运用到信息依申请公开机制中,最大可能的利用知识资源,促进信息依申请公开机制的有效实施,从而提高政府服务效率。本文通过对相关资料的分析,对政府知识管理的概念、特征、内容等进行论述和研究。从信息依申请公开的管理系统、组织结构、管理环境三个方面阐述信息依申请公开机制。并阐述了政府知识管理与政府信息依申请公开机制的关系。试图利用政府知识管理理论中有关知识获取管理、知识应用管理、知识创新管理等方法,丰富和完善信息依申请公开机制。通过实证调研,聚焦了辽宁省人民政府信息依申请公开机制的发展现状和存在的问题,通过分析部分国家研究现状,获得了许多有益启示。以政府知识管理理论为基础进而提出了辽宁省政府信息依申请公开机制的实现路径,构建了知识型管理系统、扁平化组织结构、创新管理环境以及无缝隙的服务方式。
[Abstract]:With the rapid development of knowledge economy and global information network, knowledge has become one of the important resources to promote the development of all aspects of the society today. All walks of life are reserving abundant knowledge resources to cope with the constantly changing external environment. Government knowledge management, as a government management method in the new economic era, is an effective way for the government to improve its management mode and administrative efficiency in the changing environment. The mechanism of government information disclosure according to application is an effective way for citizens to apply for and obtain information. It is an important part of government information disclosure mechanism and can effectively promote and upgrade the construction level of service-oriented government. Therefore, this paper applies the theory and method of government knowledge management to the mechanism of information disclosure according to application, and makes the greatest possible use of knowledge resources to promote the effective implementation of the mechanism of disclosure of information according to application, thus improving the efficiency of government services. This paper discusses and studies the concept, characteristics and contents of government knowledge management through the analysis of relevant data. This paper expounds the mechanism of information disclosure according to application from three aspects: the management system of information disclosure according to application, the organization structure and the management environment. And elaborated the government knowledge management and the government information according to the application public mechanism relations. This paper attempts to enrich and improve the mechanism of information disclosure according to application by using the methods of knowledge acquisition management, knowledge application management and knowledge innovation management in the theory of government knowledge management. Through empirical investigation, this paper focuses on the development and problems of the information disclosure mechanism of Liaoning Provincial people's Government according to application, and obtains a lot of beneficial enlightenment by analyzing the current research situation of some countries. Based on the theory of government knowledge management, this paper puts forward the realization path of Liaoning provincial government information disclosure mechanism according to the application, constructs the knowledge-based management system, flat organizational structure, innovative management environment and seamless service mode.
