天津市基层女性公务员职业发展研究

【摘要】:随着公务员制度的不断完善,越来越多的中国女性逐步走上参政的道路,一方面说明了女性的能力得到肯定,为社会所认可,另一方面由于社会传统与自身各方面的原因,女性公务员常常遭遇职业发展上的瓶颈。公务员的公共行政能力密切关系着社会经济发展的快慢、公民生活质量的高低。因此,为了提高公务员队伍的素质,为了实现公共行政的目标,将职业发展提到人力资源管理的重要位置,加强女性公务员的职业发展是重中之重。以往普遍适用于男性公务员的职业生涯管理方式显失公平,女性仍然面临着传统的社会性别歧视、工作——家庭冲突、晋升机会少等问题,职业发展道路坎坷曲折。基于此,作者以天津市基层女性公务员为研究对象,通过查阅西方职业发展相关理论、西方女性政治参与情况,以及国内女性公务员职业发展的相关文献,并针对这一问题进行实地访谈,在此基础上,制定研究方案,编制了《天津市基层女性公务员职业发展问卷》,对女性公务员的自我认格、职业前景、支持力量和工作环境进行了分析。基于对调查问卷的分析,归纳总结出女性公务员在职业发展上的困境,包括家庭负担、传统观念束缚、晋升困难、支持不足等问题,并从女性自身因素、法律法规、政策制度和传统文化等方面展开基层女性公务员职业发展困境原因探析,最后从现实角度提出解决问题的对策建议,以期促进我国公务员制度的完善和女性公务员的职业发展。
[Abstract]:With the continuous improvement of the civil service system, more and more Chinese women have gradually embarked on the path of political participation. On the one hand, it shows that women's ability has been affirmed and recognized by society; on the other hand, due to the social tradition and various aspects of their own reasons, Female civil servants often encounter bottlenecks in their career development. The ability of public administration of civil servants is closely related to the speed of social and economic development and the quality of life of citizens. Therefore, in order to improve the quality of civil servants, in order to achieve the goal of public administration, to promote career development to the important position of human resources management, to strengthen the career development of female civil servants is the most important. In the past, the way of career management applied to male civil servants was obviously unfair, and women still faced the problems of traditional gender discrimination, work-family conflict, less opportunities for promotion, and bumpy career development path. Based on this, the author takes the grass-roots female civil servants in Tianjin as the research object, through consulting the relevant theories of the western career development, the situation of the western women's political participation, and the related literature of the domestic female civil servants' career development. On the basis of the field interviews, a research program was established, and a questionnaire for the career development of female civil servants at the grass-roots level in Tianjin was compiled. The self-identification and career prospects of female civil servants were analyzed. Support forces and working environment are analyzed. Based on the analysis of the questionnaire, this paper sums up the difficulties of female civil servants in their career development, including family burden, constraints of traditional concepts, difficulties in promotion, insufficient support, and so on, and from women's own factors, laws and regulations, From the aspects of policy system and traditional culture, this paper explores the causes of the plight of grass-roots female civil servants' career development, and finally puts forward countermeasures and suggestions to solve the problems from the practical point of view, with a view to promoting the perfection of our civil service system and the career development of female civil servants.
