应急物资储备管理的流程再造研究

【摘要】:近年来,我国正在以公众为导向的服务型政府转变,为人民服务,提高公正对政府服务的满意度一直是我国政府建设的宗旨之一。然而,过去人们口中的“百年一遇”“五十年一遇”的重大自然灾害频繁发生,灾难的突发性和巨大的破坏力造成了数以万计的民众家园被毁,流离失所,甚至危及了生命安全,影响了社会秩序的稳定。应急危机的有效应对,是对建立一个“让人民满意的”的政府的巨大挑战。我国已构建了以“一案三制”为核心的应急管理体系,以专业、快速、有效的应对突如其来的危机,尽可能的减少人员伤亡和财产损失。时间是应急管理工作当中的核心要素。快速对突发灾难做出预测、决策和处置工作是应急管理工作的重中之重。这就对应急救援管理工作提出了非常严苛的要求。而科学合理的应急物资储备的管理决定了应急救援工作的效果,决定了千千万万人民群众的生命财产安全。因此,合理配置应急物资,科学管理应急物资的储备,成为具有重要理论和实践意义的研究课题。基于此,本文以应急物资储备管理为研究对象,采用了文献分析法、案例分析法以及系统分析的研究方法,充分了解了国内外应急物资储备管理的发展现状,打破传统以“职能”为导向的研究视角,从应急物资储备的管理流程出发,使用S-A(阶段-任务)流程框架,从具体实例入手逐步分析了目前我国在应急物资储备方面的不足和缺陷,旨在从流程再造的视角出发,建立一个更加完善科学的应急物资储备管理体系。通过对现有应急物资储备管理流程的分析,从宏观和微观两个方面入手,即从组织结构上和具体的业务流程上进行了系统性的流程再设计。设计过程中注重了信息系统、联动机制、监督体系的构建,以保证应急物资的存储工作能够更加公开、透明并方便政府管理部门更加及时掌握动态,从而进一步达到节约政府开支、储备更加合理、效率显著提高的目的。最后,通过ESIA设计方法的运用以及评估关键指标的设计,从理论层面验证了新造流程的有效和可行。
[Abstract]:In recent years, our country is changing the service-oriented government oriented by the public, serving the people and improving the satisfaction degree of justice to the government service, which is one of the tenets of the government construction in our country. However, in the past, what people called "once in a hundred years" and "once in fifty years" of major natural disasters occurred frequently, and the sudden and devastating effects of such disasters resulted in the destruction and displacement of tens of thousands of people's homes. It even endangers the safety of life and affects the stability of social order. An effective response to an emergency crisis is a huge challenge to building a government that is "satisfactory to the people". China has constructed a "one case three system" as the core of the emergency management system, to professional, rapid, effective response to sudden crises, as far as possible to reduce casualties and property losses. Time is the core element of emergency management. It is the most important task of emergency management to make quick prediction of sudden disaster, and to make decision and deal with it. This puts forward very strict requirements to the emergency rescue management work. The management of scientific and reasonable emergency material reserve determines the effect of emergency rescue work and the safety of thousands of people's lives and property. Therefore, the rational allocation of emergency materials and the scientific management of emergency materials reserve have become an important theoretical and practical research topic. Based on this, this paper takes the emergency material reserve management as the research object, uses the literature analysis method, the case analysis method and the system analysis research method, fully understood the domestic and foreign emergency material reserve management development present situation. From the perspective of traditional "function" oriented research, starting from the management process of emergency material reserve, we use S-A- (stage-task) process framework. Based on concrete examples, this paper analyzes the deficiency and defect of emergency material reserve in our country step by step, in order to set up a more perfect and scientific management system of emergency material reserve from the perspective of process reengineering. Based on the analysis of the current emergency material reserve management process, the systematic process redesign is carried out from the macro and micro aspects, that is, from the organizational structure and the specific business process. In the design process, attention has been paid to the construction of information system, linkage mechanism and supervision system, so as to ensure that the storage of emergency materials can be more open, transparent and convenient for government management departments to grasp the dynamics in a more timely manner. Thus achieving further savings in government spending, more reasonable reserves, significantly improved efficiency. Finally, through the application of ESIA design method and the design of evaluation key indexes, the effectiveness and feasibility of the new process are verified theoretically.
