【摘要】：随着我国社会经济与科技的发展,城镇化进程日益加快,城市公共安全面临严峻挑战。系统地对城市公共安全持续性管理绩效进行评估研究,有助于提升城市公共安全管理水平,实现社会的正常运转和全面协调可持续发展。论文选取重庆市作为研究对象,对其进行城市公共安全持续性管理绩效进行评估分析,主要研究工作如下:①从城市公共安全和政府管理绩效评估两个方面,分析了当前城市公共安全持续性管理绩效研究的特点及取得的成果,阐明了城市公共安全的内涵及城市公共安全持续性管理工作的意义。②运用平衡计分卡原理,设计了包含公众、内部运作、资源保障、学习与成长四个一级指标、公众认知、公众满意度、信息管理、组织管理、过程管理、人力保障、物力保障、财力保障、制度保障、教育培训、创新十一个二级指标以及四十一个三级指标的城市公共安全持续性管理绩效评估指标体系。③针对城市公共安全持续性管理绩效评估中诸多影响因素的未确知性,基于未确知数学的理论,建立了城市公共安全持续性管理绩效评估模型。通过对专家意见的不确定性进行量化运算处理,实现了指标观测值的量化;引用信息熵所反映数据本身的效用值客观计算了指标的权重;结合各未确知测度向量,运用置信度识别准则,确定城市公共安全持续性管理绩效评估等级。④以重庆市为研究对象,通过调查问卷和专家打分,获取相关数据,运用已建立的城市公共安全持续性管理绩效评估模型,对重庆市公共安全持续性管理绩效情况进行了综合评估。计算结果表明,重庆市城市公共安全持续性管理绩效水平总体处于“成熟级”,其中公众维度绩效水平最低,处于“成长级”,内部运作、资源保障和学习与成长三个维度的绩效等级均处于“成熟级”。针对绩效分析结果提出了相应的建议与对策,对改进重庆的城市公共安全管理状况具有一定的参考作用。城市公共安全持续性管理绩效评估模型既适用于同一地区不同时期的城市公共安全持续性管理绩效纵向评估,也适用于不同地区同一时期的城市公共安全持续性管理绩效的横向比较,评估结果对我国城市公共安全持续性管理工作有一定的指导意义。
[Abstract]:With the development of social economy and science and technology in our country, the process of urbanization is speeding up day by day, and the urban public safety is facing severe challenge. It is helpful to improve the level of urban public safety management, to realize the normal operation of society and to achieve the overall coordinated and sustainable development by systematically evaluating the performance of sustainable management of urban public security. This paper selects Chongqing as the research object and evaluates and analyzes the performance of urban public safety sustainability management. The main research work is as follows: 1 from two aspects of urban public safety and government management performance evaluation. This paper analyzes on the characteristics and achievements of the current research on the performance of urban public safety sustainability management, expounds the connotation of urban public security and the significance of urban public safety sustainability management, and applies the principle of balanced scorecard. The design includes public, internal operation, resource security, learning and growth, public cognition, public satisfaction, information management, organization management, process management, human security, material security, financial security, system security, Education and training, innovation of eleven secondary indicators and forty-one third-level indicators of urban public safety sustainability management performance evaluation index system .3 in view of the urban public safety sustainability management performance evaluation of a number of factors in the unascertained. Based on the theory of unascertained mathematics, the performance evaluation model of urban public safety sustainability management is established. By quantizing the uncertainty of the expert opinion, the quantization of the observed value of the index is realized; the weight of the index is objectively calculated by quoting the utility value of the data itself reflected by the information entropy; and the unascertained measure vector is combined with each unascertained measure vector. Based on the confidence recognition criterion, this paper determines the performance evaluation level of urban public safety sustainability management, taking Chongqing as the research object, and obtains the relevant data by questionnaire and expert scoring. Based on the established performance evaluation model of urban public safety sustainability management, the performance of Chongqing public security sustainability management is comprehensively evaluated. The results show that the performance level of urban public safety sustainability management in Chongqing is at the "mature level", among which the public dimension performance level is the lowest, at the "growth level", and the internal operation. The three dimensions of resource security and learning and growth are at maturity level. Based on the results of performance analysis, the paper puts forward some suggestions and countermeasures, which can be used as a reference for improving the situation of urban public safety management in Chongqing. The performance evaluation model of urban public safety sustainability management is applicable to the longitudinal evaluation of urban public safety sustainability management performance in different periods in the same area. It is also applicable to the horizontal comparison of the performance of urban public safety sustainability management in different areas in the same period. The evaluation results have certain guiding significance for the sustainable management of urban public security in China.
