【摘要】：新型城镇化与新农村建设协调发展是推进中国特色社会主义现代化建设的题中之义,是统筹城乡到逐步缩小城乡差距并最终实现我国城乡一体化的过渡阶段。“十二五”规划的圆满完成、“十三五”的顺利开局为推动我国新型城镇化与新农村建设协调发展提供了优渥的社会环境与物质基础。乡镇政府作为国家政权体系的神经末梢,既承担着执行党、中央关于推动新型城镇化与新农村建设协调发展的政策方针的职责,也担负着传达辖区居民诉求的使命,其行为理应以其所承担的重要职责为导向,更好地服务于辖区群众,但由于客观财政制度与绩效考核体制及乡镇政府自身逐利性等因素的干扰,最终导致乡镇政府自身履职偏差,主要表现在政治、经济、社会服务等方面行为失范,极大恶化了基层政群关系,扰乱了城乡居民的生产、生活,严重影响了新型城镇化与新农村建设协调发展的进程。中共中央办公厅、国务院办公厅颁布的《关于加强乡镇政府服务能力建设的意见》强调,必须以实现基本公共服务均等化为目标,以增强乡镇政府服务功能为核心,以强化乡镇干部服务意识为重点,以调控服务资源配置为主要内容,以革新乡镇政府公共服务供给方式为路径,全面有效提高我国乡镇政府服务水平。坚持党的领导,着力突破传统体制机制束缚,在“以人为本”的发展理念的引导下,力争实现好、维护好、发展好最广大人民群众的根本利益,因地制宜、稳妥有序推进乡镇政府服务能力建设,切实满足人民群众需求,为促进社会主义新农村建设和新型城镇化建设协调发展提供精准有效服务。新型城镇化与新农村建设协调发展,即人、地、资金、信息等资源在城镇与农村之间的合理、优化配置。社会主义市场经济体制下,市场对资源配置起决定作用,但由于其自身的缺陷,市场失灵在所难免,因此尤其需要政府的宏观调控。乡镇政府作为我国新型城镇化与新农村建设协调发展的见证人,甚至是其进程中诸类问题的当事人,对资源要素的流动及配置起着至关重要的作用,其行为更是对我国新型城镇化与新农村建设协调发展的进程,有着密不可分的影响。
[Abstract]:The harmonious development of new urbanization and new rural construction is the key to promote the socialist modernization with Chinese characteristics. It is a transitional stage from coordinating urban and rural areas to gradually narrowing the gap between urban and rural areas and finally realizing the integration of urban and rural areas in our country. The successful completion of the 12th Five-Year Plan and the smooth opening of the 13th Five-Year Plan provide a favorable social environment and material basis for the coordinated development of new urbanization and new rural construction in China. As the nerve endings of the state power system, township governments are not only responsible for carrying out the policies and policies of the Party and the central authorities on promoting the coordinated development of the new urbanization and the new rural construction, but also responsible for conveying the demands of the residents in the areas under their jurisdiction. Its behavior should be guided by its important responsibilities and serve the masses of the district better. However, due to the interference of the objective financial system and performance appraisal system, and the township government's own profit-seeking, etc. Eventually leading to the deviation of the township government in carrying out its duties, mainly manifested in the political, economic, social service and other aspects of misconduct, which has greatly deteriorated the relationship between the grassroots government and the masses, and disrupted the production and life of urban and rural residents. Seriously affected the new urbanization and new rural construction coordinated development process. The opinions on strengthening the capacity Building of Township Government Services promulgated by the General Office of the CPC Central Committee and the General Office of the State Council stress that the goal must be to achieve equalization of basic public services, with the enhancement of the service functions of township governments as the core. To strengthen the service consciousness of township cadres, to adjust and control the allocation of service resources as the main content, to reform the public service supply way of township government as the path, to comprehensively and effectively improve the level of service of the township government in China. Adhere to the Party's leadership, strive to break through the shackles of the traditional system and mechanism, strive to achieve, safeguard, and develop the fundamental interests of the overwhelming majority of the people under the guidance of the "people-oriented" development concept, and respond to local conditions. We will steadily and orderly promote the construction of the service capacity of township governments, earnestly meet the needs of the people, and provide accurate and effective services for the coordinated development of the construction of new socialist countryside and the construction of new urbanization. The harmonious development of new urbanization and new rural construction is the rational and optimal allocation of human, land, capital, information and other resources between towns and villages. Under the socialist market economy system, the market plays a decisive role in the allocation of resources, but because of its own defects, market failure is inevitable, so it is especially necessary for the government to control macroscopically. The township government, as a witness to the coordinated development of new urbanization and new rural construction in China, and even the parties to various kinds of problems in its process, play a vital role in the flow and allocation of resource elements. Its behavior has an inseparable influence on the process of harmonious development of new urbanization and new rural construction in China.
