公共危机管理中的公民有序参与

【摘要】：随着近年来全球工业化、信息化产业的高速发展,加快了自然资源、公共资源的使用和消耗,人类赖以生存的自然规律被频频打破,加之世界各国集团利益矛盾的升级对抗,使得原本就潜藏的公共危机表现出频发、高发的态势,成为社会管理中无法回避的重大挑战,各国加强了对于公共危机管理体系的理论研究,也在危机管理的实践中寻求有效的管理措施和解决方法。我国也已经步入公共危机的高发期,公共危机管理成为我国政府职能中一项重要组成部分,而公共危机管理中的公民参与作为完整体系中不可或缺的形式之一,其在政府公共危机管理过程中发挥了不可忽视的重要作用,受到了人们的广泛关注,但是由于公民参与公共危机管理的体制、法制建设滞后,缺乏专业人才和有效组织,公民参与度不高、不深、乏序、乏效。思考寻找建立一套比较完善的公民有序参与危机治理的机制,通过民众的广泛参与共同处理突发的公共危机问题,已经成为国家部门、理论学者和专家展开研究的重要课题。本文聚焦公共危机管理的一个方面即公民参与,通过对于我国公共危机管理中公民参与背景研究提出其价值意义,列举国内外学者对于公共危机管理体系以及对于公民参与公共危机管理体系的理论研究成果并作出评价,对于公共危机管理和公民参与的概念进行深入辨析,寻求政府管理理论对于公民有序参与危机管理的理论呈献和指引,并着重阐述我国公共危机管理中公民参与的发展现状,通过对于公共危机管理阶段性公民参与的实证分析发现公民有序参与的问题和不足,并提出可行的对策和措施。
[Abstract]:With the rapid development of global industrialization and information industry in recent years, the use and consumption of natural resources and public resources have been speeded up, the natural laws on which human beings depend for survival have been frequently broken, and the conflicts of interests of various countries in the world have been upgraded and confronted. So that the latent public crisis has shown a tendency of frequent occurrence and high incidence, which has become an unavoidable major challenge in social management. Countries have strengthened the theoretical research on the public crisis management system. Also in the practice of crisis management to find effective management measures and solutions. China has also stepped into the high incidence of public crisis, public crisis management has become an important part of the functions of our government, and citizen participation in public crisis management is one of the indispensable forms in the complete system. It has played an important role in the process of government public crisis management, and has been widely concerned by people. However, due to the participation of citizens in the system of public crisis management, the construction of legal system lags behind, the lack of professional personnel and effective organization. Citizen participation is not high, deep, lack of order, ineffective. It has become an important subject for government departments, theoretical scholars and experts to establish a perfect mechanism for citizens to participate in crisis management in an orderly manner and to deal with the sudden public crisis through the extensive participation of the public. This paper focuses on one aspect of public crisis management, that is, citizen participation, and puts forward its value significance by studying the background of citizen participation in public crisis management in our country. This paper enumerates and evaluates the theoretical research results of the public crisis management system and citizens' participation in the public crisis management system by domestic and foreign scholars, and analyzes the concepts of public crisis management and citizen participation. This paper seeks the theoretical presentation and guidance of the government management theory for the orderly participation of citizens in crisis management, and focuses on the development of citizen participation in public crisis management in China. Based on the empirical analysis of citizen participation in public crisis management, the problems and shortcomings of orderly citizen participation are found, and the feasible countermeasures and measures are put forward.
