沈阳市沈河区创新社会治理工作建设方案研究

【摘要】：社会治理创新是党在治国理政理念升华后对社会建设提出的基本要求,是确保社会既充满活力又和谐有序的必然要求,也是实现国家治理体系和治理能力现代化的重要环节。近年来,随着我国经济的持续增长,社会问题持续积累,社会的和谐稳定面临严峻挑战,社会进入了一个矛盾凸显期和集中爆发期。如何化解社会矛盾,协调各方利益,维持社会秩序,促进社会稳定,成为摆在我们面前的一个严峻课题。沈阳市是中央确定的全国32个、东北三省唯一的社会管理创新试点城市,沈河区是沈阳市的试点城区。近年来,沈河区将加强社会基本公共服务和创新社会治理体制作为保障和改善民生、增强社会发展活力、促进社会和谐稳定、推动社会治理的重要手段,从社会治理的方式、观念、手段等方面进行了理论和实践创新。论文首先阐述了社会治理的选题背景、研究意义、理论研究和对国内外现有研究的评价,并以沈阳市沈河区社会治理创新工作的具体实践为案例进行分析,梳理与凝炼了目前沈河区在探索创新社会治理过程中取得的经验和存在的问题。通过对国内外先进案例进行经验借鉴以及调查问等方式,从指导思想、目标、内容、保障措施等方面提出了沈河区进一步推进和深化创新社会治理工作的建设方案。其中,具体实施方案部分分为社会事业改革创新和体制机制改革创新两个方面,详细论述了加强沈河区社会治理工作的具体措施。通过对沈阳市沈河区创新社会治理工作建设方案的设计,在此基础上提出了普适性的适合城区创新社会治理的模式和途径选择。
[Abstract]:The innovation of social governance is the basic requirement for social construction after the sublimation of the idea of governing the country by the party. It is an inevitable requirement to ensure that the society is full of vitality, harmonious and orderly. It is also an important link to realize the national governance system and the modernization of the governance ability. In recent years, with the continuous growth of the economy in China, the social problems continue to accumulate and the society is accumulated. The social harmony and stability are facing severe challenges, and the society has entered a period of contradiction and concentration. How to resolve social contradictions, coordinate the interests of the parties, maintain social order and promote social stability has become a serious issue in front of us. Shenyang is the only social management innovation test of the 32 Central China and the three northeast provinces. In recent years, Shenhe district will strengthen social basic public service and innovate social governance system as an important means of ensuring and improving people's livelihood, enhancing social development vitality, promoting social harmony and stability, and promoting social governance, from the ways of social governance, concepts and means in Shenhe district. The thesis first expounds the background of the selection of social governance, the significance of the research, the theoretical research and the evaluation of the existing research at home and abroad, and takes the concrete practice of the innovation work of the social governance in Shenhe District of Shenyang as a case, and combs and condenses the experience gained in the process of exploring the innovation of social governance in the present Shenhe district. By means of experience and inquiry of advanced domestic and foreign cases, this paper puts forward the construction plan for further promoting and deepening the innovation of social governance in Shenhe district from the aspects of guiding ideology, objectives, content and safeguard measures, among which the concrete implementation scheme is divided into social cause reform and innovation and system machine. In the two aspects of reform and innovation, the concrete measures to strengthen the social governance in Shenhe district are discussed in detail. On the basis of the design of the construction scheme for the innovation of social governance in Shenhe District of Shenyang, this paper puts forward a suitable mode and way for the social governance of urban innovation.
