迪庆藏区公路交通应急管理研究

【摘要】：公路交通是我国最基础的交通方式,是经济和社会发展的重要基础设施之一。我国自2000年开始加大对西部的开发,各类基础设施建设力度不断加大。公路作为重要的交通基础设施,其建设力度也随之加大,公路通车里程增加,公路等级不断提高,对当地社会经济的促进作用也日益体现。但在广阔的中西部地区,地形起伏多变,地质复杂,各类自然灾害频发,经常发生因自然灾害造成的公路交通中断事故,极大威胁着人民群众的安全出行和当地的经济社会发展。迪庆藏区位于云南省西北部,与四川和西藏的交界处,自然地形垂直高差大,地质构造错综复杂,地势大体上北高南低,特殊的条件使公路成为迪庆藏区最重要的运输方式并且具有重要意义。本文从应急管理的角度出发,将迪庆藏区的公路交通应急管理置于民族地区、经济发展、社会稳定等多元视角背景下,势必对原有的应急管理理论研究和学术成果有一定促进作用,尤其是对藏区的公路交通应急管理、民族团结、经济发展、社会稳定等具有重要促进意义。笔者首先对应急管理概念、内容、主体、特征等进行了系统整理。其次对迪庆藏区公路交通的现状、存在的问题等进行了深入分析。在比较分析的基础上,对国内外经验进行借鉴,结合迪庆藏区的实际,提出了有针对性的对策和建议,以提高迪庆藏区公路交通应急管理水平。基于应急管理理论和对迪庆藏区公路交通现状的分析,笔者重点阐述了加强迪庆藏区公路应急管理工作的对策和建议:一是要修订和完善公路应急预案,使其有效贯彻;二是整合各部门的应急职能,完善应急体制,建立统一、高效的应急机构;三是要重视公路应急机制研究与建设,完善应急机制,保障应急工作有序进行;四是加大投入,加强应急保障能力建设,主要包括应急队伍、抢险机械、物资储备与管理、应急通讯、专项资金等方面;五是加强综合治理,尤其是加大路网改造和危桥改造力度、执行安全生产管理体系、治理超限超载等措施,从整体上提高公路安全水平。
[Abstract]:Road traffic is the most basic mode of transportation in China and one of the most important infrastructure for economic and social development. Since 2000, China began to expand the development of the western region, and the construction of various kinds of infrastructure has been increasing. Highway as an important transportation infrastructure, its construction also increases, highway traffic mileage increases, the highway grade continues to improve, the promotion to the local social economy is also increasingly reflected. However, in the vast central and western regions, the topography is fluctuating, the geology is complex, all kinds of natural disasters occur frequently, and road traffic accidents caused by natural disasters often occur. It is a great threat to the people's safe travel and local economic and social development. The Diqing Tibetan region is located in the northwest of Yunnan Province, at the junction with Sichuan and Tibet. The natural terrain has a large vertical height difference and complicated geological structure. The terrain is generally high in the north and low in the south. The special condition makes the highway become the most important transportation mode and has the important significance in the Tibetan area of Diqing. From the point of view of emergency management, this paper puts the emergency management of highway traffic in Diqing Tibetan area under the background of multi-angle of view, such as minority area, economic development, social stability, etc. It is bound to promote the theoretical research and academic achievements of the original emergency management, especially to the highway traffic emergency management, national unity, economic development, social stability and so on. First of all, the concept, content, subject and characteristics of emergency management are systematically sorted out. Secondly, the current situation and existing problems of highway traffic in Diqing Tibetan area are analyzed in depth. On the basis of comparative analysis, this paper draws lessons from domestic and foreign experience, combines the reality of Diqing Tibetan area, and puts forward some countermeasures and suggestions in order to improve the level of emergency management of highway traffic in Diqing Tibetan area. Based on the theory of emergency management and the analysis of the present situation of highway traffic in Diqing Tibetan area, the author puts emphasis on the countermeasures and suggestions to strengthen the highway emergency management in Diqing Tibetan area: first, to revise and perfect the highway emergency plan so that it can be effectively carried out; Second, integrate the emergency functions of various departments, perfect the emergency response system, establish a unified and efficient emergency response organization; third, attach importance to the research and construction of the highway emergency mechanism, perfect the emergency mechanism, and ensure that the emergency work is carried out in an orderly manner; fourth, increase the investment. Strengthening the building of emergency support capacity, mainly including emergency teams, emergency rescue machinery, material reserve and management, emergency communications, special funds, etc. Fifthly, it is necessary to strengthen comprehensive management, in particular, to increase the intensity of road network reconstruction and dangerous bridge reconstruction. Implement safety production management system, control overloading and other measures to improve highway safety level.
