社会风险和大数据:舆情管理模式建构的依据和支持

【摘要】:社会舆情管理是指在社会治理过程中,敏锐地捕捉舆情,研判舆情,进而合理有效地疏解和应对舆情的过程。在高度现代性的社会条件下,舆情主体的个体化所具有的自主选择的特点,加之社会结构转型导致舆情的样态呈现碎片化、非理性化等色彩,因此,不确定性就成为舆情的重要特点。大数据无论是作为一种思维方式还是技术工具,可以较为整体性地获取舆情数据。现代社会具有风险社会的属性,因此,在舆情管理中,社会风险作为无法回避的社会语境应成为模式建构的依据,大数据则提供技术支撑。
[Abstract]:The management of social public opinion refers to the process of grasping and judging public opinion acutely in the process of social governance, and then reasonably and effectively understanding and responding to public opinion. Under the highly modern social conditions, the individualization of the public opinion subject has the characteristics of independent choice, in addition, the transformation of the social structure leads to the appearance of fragmentation and irrationality of the public opinion, so, Uncertainty has become an important feature of public opinion. Whether as a way of thinking or as a technical tool, big data can obtain public opinion data as a whole. Modern society has the attribute of risk society. Therefore, in the management of public opinion, social risk, as an unavoidable social context, should be the basis of model construction, while big data provides technical support.
