【摘要】：正随着预算管理制度改革的不断深入,部门预算管理的内外部环境发生了深刻变化,对项目管理也提出了进一步要求。目前在多项目环境下,北京市事业单位项目管理仍存在一些问题,主要体现在:一是现行管理模式难以适应多项目同步实施。多项目实施过程中在时间、人力等资源上往往存在争夺关系或资源过载等问题,且项目管理人员较少,常常导致多项目并进时项目管理部门工作重心落在采购,并非全过程管理,一旦合同签订
