天津市水务执法人员E-learning混合式学习体系及培训框架研究

【摘要】:执法队伍和执法人员素质的高低,直接决定着执法工作的水平和法律法规实施的效果,直接事关着社会稳定与和谐,直接事关着政府的形象。党的十七届四中全会,对2010-2020年干部教育培训改革作出全面部署,党的十八届四中全会对全面推进依法治国若干重大问题作出了重要战略部署,并对各级政府要大力提高法治工作队伍思想政治素质、业务工作能力、职业道德水准提出了更高要求,因此着力建设一支忠于党、忠于国家、忠于人民、忠于法律的水政监察专业队伍,已经成为保障水务事业健康可持续发展的重要人才战略工程。随着网络的迅速发展和全球教育需求的不断增长,人们已经通过互联网进行学习与教学。特别是E-learning这种通过现代信息技术提供的全新沟通机制和丰富学习资源,已经深刻改变着传统教学中教与学的关系,并提供了一种全新的学习体验。天津市水务局作为具有行政管理职权的行政机关,也必须顺应时代潮流,对E-learning混合式学习进行探索,以提高水务人才的培训效果。本文正是从分析天津市水务执法培训教育工作的实际需求和存在的问题为出发点,以执法人员为研究对象,将国内外E-learning这种新型学习方式和传统学习培训相融合,构建一套完整的具有水务执法特点的学习培训体系,以解决传统培训模式下水务执法学习培训体系存在的诸多问题,进而希望引起水务部门对混合式学习的关注,并引发人事部门对水务人力资源管理改革的思考。本文将运用理论联系实际、定量与定性结合、比较分析的方法,以学习理论为基础,在分别分析E-learning和传统学习模式各自的优势和劣势后,结合水务执法现有培训状况,提出具有水务执法行业特色的E-learning混合式学习模式及包括学习管理系统、知识管理系统、虚拟课堂系统、在线考试系统和资格认证系统等五大系统的学习培训体系框架。
[Abstract]:The quality of law enforcement team and law enforcement personnel directly determine the level of law enforcement work and the effect of the implementation of laws and regulations, directly related to social stability and harmony, directly related to the image of the government. The fourth Plenary session of the 17th CPC Central Committee made a comprehensive plan for the reform of cadre education and training for 2010-2020, and the fourth Plenary session of the 18th CPC Central Committee made important strategic arrangements for comprehensively promoting the rule of law. And the governments at all levels should vigorously improve the ideological and political quality, professional work ability, and professional ethics of the work force under the rule of law. Therefore, efforts are made to build a group loyal to the Party, the country, and the people. The professional team of water administration supervision loyal to the law has become an important talent strategy project to ensure the healthy and sustainable development of water affairs. With the rapid development of the network and the increasing demand of global education, people have been learning and teaching through the Internet. Especially E-learning, a new communication mechanism and rich learning resources provided by modern information technology, has profoundly changed the relationship between teaching and learning in traditional teaching, and has provided a new learning experience. As an administrative organ with administrative authority, Tianjin Water Bureau must also conform to the trend of the times and explore the mixed learning of E-learning in order to improve the training effect of water talents. From the point of view of analyzing the actual needs and problems of Tianjin water law enforcement training and education, taking law enforcement personnel as the research object, this paper combines the new learning method of E-learning at home and abroad with the traditional learning and training. A complete study and training system with the characteristics of water law enforcement is set up to solve many problems existing in the traditional training mode of water law enforcement learning and training system, and then it is hoped that the water affairs department will pay attention to the mixed learning. And initiate personnel department to water affairs human resource management reform thought. This article will use the method of combining theory with practice, quantitative and qualitative analysis, comparative analysis, based on learning theory, after analyzing the advantages and disadvantages of E-learning and traditional learning mode respectively, combined with the existing training situation of water law enforcement. This paper puts forward the E-learning hybrid learning model with the characteristics of water affairs law enforcement industry and the learning and training framework of five systems including learning management system, knowledge management system, virtual classroom system, online examination system and qualification certification system.
