兰州市非营利组织参与社会救助问题研究

【摘要】：当前我国正处于社会经济转型的重要时期,社会救助作为重要社会保障当中的重要子系统也面临着一系列的制度改革和政策改革,社会救助已经成为政府的一项重要职责。受社会当中不稳定因素的影响,国家在进行救助的过程中,难以对社会提供全面的支持和保障,此时,就需要政府之外的非营利性组织来进行救助。近年来,非营利性组织已经成为社会救助的主体力量,在我国现代社会保障制度的改革中,也将非营利性组织作为改革的重点。尽管非营利组织为当前我国基层的社会救助起到了积极的促进作用,但在参与社会救助的过程中,也逐渐显现出诸多亟待解决的问题。兰州市作为西北地区重要的工业基地及综合交通枢纽,也是深入实施西部大开发战略的第一个城市,研究兰州市的社会救助问题具有典型的代表性。本文将以兰州市为个案,对其非营利组织参与社会救助议题进行探索研究。首先对非营利组织和社会救助的含义、特点以及类型等进行论述,并对非营利组织参与社会救助的理论依据包括市场失灵理论与政府失灵理论、第三方管理理论与合作主义理论进行论述;然后从医疗救助、教育救助、扶贫救助以及自然灾害救助等方面对兰州市非营利组织参与社会救助的发展历程和现状进行分析;继而对兰州市非营利组织参与社会救助的问题及制约因素进行深入的分析,最后对国内外非营利组织参与社会救助的经验借鉴及发展路径进行论述。
[Abstract]:At present, our country is in the important period of social economic transformation, social assistance as an important subsystem of social security is also facing a series of system reform and policy reform, social assistance has become an important responsibility of the government. Under the influence of the unstable factors in the society, it is difficult for the state to provide comprehensive support and protection to the society in the process of carrying out the aid. At this time, it is necessary for the non-profit organizations outside the government to carry out the rescue. In recent years, non-profit organizations have become the main force of social assistance. In the reform of our modern social security system, non-profit organizations are also the focus of the reform. Although non-profit organizations have played a positive role in promoting social assistance at the grass-roots level in our country, in the process of participating in social assistance, many problems need to be solved. As an important industrial base and comprehensive transportation hub in Northwest China, Lanzhou is also the first city to carry out the strategy of western development in depth. In this paper, Lanzhou City as a case, non-profit organizations to participate in social assistance issues for exploration and research. First of all, the meaning, characteristics and types of non-profit organizations and social assistance are discussed, and the theoretical basis for non-profit organizations to participate in social assistance includes the theory of market failure and the theory of government failure. The third party management theory and the cooperative theory are discussed, and then the development process and present situation of the non-profit organizations participating in social assistance in Lanzhou are analyzed from the aspects of medical aid, education aid, poverty relief and natural disaster relief. Then the problems and restrictive factors of the participation of non-profit organizations in social assistance in Lanzhou City are deeply analyzed. Finally, the experience and development path of non-profit organizations participating in social assistance at home and abroad are discussed.
