信息公开：高校反腐的路径研究

【摘要】：随着国家和社会不断提高对高等教育的重视程度和高等教育大众化的基本实现,高校在招生规模和办学经费方面都有长足增加,办学自主权也在不断扩大,但高校的腐败现象也开始呈现出日益增多和不断蔓延的趋势,更有甚者成为一个腐败易发多发的新领域。保证高校的权力的正当行使离不开监督进行制约,而释放高校信息则就成为有效监督形成的关键。但是从当前高校信息公开的状况来看,虽然国家从法律上对高校信息公开做了规定,但是各高校对这一工作的重视程度普遍不够,尤其在部分重要领域的高校信息的封闭依然严重,成为信息公开的障碍。这就很容易理解为什么全国各地高校腐败案件屡屡发生,使本来严肃圣洁的学府演变为腐败滋生的重灾区。本文在研究校园反腐这一问题时,将从校园信息透明化角度出发,通过三方面的论述来展开研究：首先,全文第一部分将从高校各项信息透明化的法律要求和实际操作方面展开研究,主要从目前高校信息透明化实行收到的效果出发,来分析高校信息透明化的必要性；其次,研究高校信息透明化与高校反腐的关联性,其中包含有高校相关信息的不对称性,高校腐败生成的动因、高校腐败的特性与趋势及高校信息公开与高校腐败的相关性分析；最后,得出高校信息透明化有助于高校反腐工作的顺利进行,主要有信息透明化的前提条件；可能性与现实性；如何将高校信息透明化和高校反腐工作结合起来；路径与策略。
[Abstract]:With the state and society constantly increasing the importance of higher education and the basic realization of the popularization of higher education, colleges and universities have greatly increased the enrollment scale and school funding, and the autonomy of running a school is also expanding. However, corruption in colleges and universities has also begun to show an increasing and spreading trend, and even become a new area prone to corruption. To ensure the proper exercise of university power can not be separated from supervision and restriction, and the release of university information becomes the key to the formation of effective supervision. However, judging from the current situation of information disclosure in colleges and universities, although the state has made provisions on the disclosure of information in colleges and universities legally, the degree of attention paid to this work is generally insufficient in various colleges and universities. Especially in some important fields, the closure of university information is still serious, which becomes an obstacle to information disclosure. This makes it easy to understand why corruption cases occur frequently in colleges and universities all over the country, turning the otherwise serious and holy institutions into the worst areas of corruption. In this paper, when studying the problem of campus anti-corruption, from the perspective of campus information transparency, through three aspects of discussion to carry out the study: first, The first part of the thesis will study the legal requirements and practical operation of information transparency in colleges and universities, and analyze the necessity of information transparency in colleges and universities mainly from the effect of the implementation of information transparency in colleges and universities at present. This paper studies the relationship between information transparency and anti-corruption in colleges and universities, including the asymmetry of relevant information in colleges and universities, the causes of corruption in colleges and universities, the characteristics and trends of corruption in colleges and universities, and the correlation analysis between information disclosure and corruption in colleges and universities. Finally, it is concluded that information transparency in colleges and universities is conducive to the smooth progress of anti-corruption work, mainly the premise of information transparency; possibility and reality; how to combine information transparency and anti-corruption work; path and strategy.
