论非营利组织志愿者激励机制

【摘要】:随着现代社会的快速发展,非营利组织在我国发展迅速,我国志愿服务事业同样突飞猛进。世界各国都在积极探索多种激励机制,以期提升志愿者素质、优化志愿者队伍。与国外发达国家比较而言,我国非营利组织志愿者激励机制以及激励效果还存在较大差距。从人力资本方面来看,志愿者是极其重要的,充分激励志愿者,以此来吸引、管理并留住他们,另外,还能够推动非营利组织的持续发展,还是一种长期有效的投资方式。经过多年的发展,我国非营利组织志愿者发展迅速,志愿服务文化逐渐渗透,志愿者权益有政策性保障,建立了教育培训体系。然而,从现在国内实行的激励机制来看,特别是非营利组织方面的志愿者中,有很多的问题存在,这方面的理论和实践发展都还不成熟,都还是初始研究阶段。非营利组织志愿者激励理念还比较陈旧,看待这个问题缺乏长远眼光。目前,对志愿者的激励方式还比较单一,这样的激励方式已跟不上非营利组织发展的需要。同时,存在非营利组织志愿者激励制度缺陷,非营利组织专业化激励实施人员缺乏等问题。怎样将大量的优秀志愿者吸引过来,将其潜在的能力充分地发挥出来,为社会多做贡献,是现在非营利组织亟待解决的问题,怎样对志愿者进行激励对非营利组织的发展有极其重要的作用。本文分析了我国非营利组织志愿者的现状、问题,提出了相应对策。一是要创新非营利组织志愿者激励机制理念,二是对现在激励机制所处的环境加以改善,三是完善其激励机制的制度设计,四是要发挥公平激励的作用。
[Abstract]:With the rapid development of modern society, non-profit organizations are developing rapidly in our country. Countries all over the world are actively exploring a variety of incentive mechanisms in order to improve the quality of volunteers and optimize the volunteer team. Compared with the developed countries, there is still a big gap between the incentive mechanism and the incentive effect of the non-profit organization volunteers in our country. From the point of view of human capital, volunteers are extremely important to encourage volunteers to attract, manage and retain them. In addition, it can promote the sustainable development of non-profit organizations and is also a long-term and effective way to invest. After years of development, our country's non-profit organization volunteers develop rapidly, voluntary service culture gradually infiltrates, volunteer rights and interests are guaranteed by policy, the education and training system has been established. However, from the current domestic incentive mechanism, especially in the non-profit organizations of volunteers, there are many problems, this theory and practice are not yet mature, are still in the initial stage of research. The non-profit organization volunteer incentive idea is still relatively old, the view this question lacks the long-term vision. At present, the motivation for volunteers is still relatively simple, such incentives can not keep up with the needs of the development of non-profit organizations. At the same time, there are some problems such as the deficiency of volunteer incentive system in NPO and the lack of professional incentive staff in NPO. How to attract a large number of excellent volunteers, bring their potential abilities into full play, and contribute more to society, is a problem to be solved urgently by non-profit organizations. How to motivate the volunteers plays an extremely important role in the development of non-profit organizations. This paper analyzes the present situation and problems of non-profit organization volunteers in China, and puts forward corresponding countermeasures. One is to innovate the idea of volunteer incentive mechanism of non-profit organization, the other is to improve the environment of incentive mechanism, third, to perfect the system design of incentive mechanism, and fourth, to play the role of fair incentive.
