重大项目社会稳定风险的致因与分类识别

【摘要】：我国重大项目社会稳定风险的分类方法缺乏与风险识别、评价技术对应的可操作性,使得重大项目社会稳定风险工作难以精细化。从重大项目社会稳定风险的三种致因出发,将风险因素分为程序性风险、认知性风险、摩擦性风险,基于三类风险因素构建风险指标体系,分别采用对照分析、问卷调查、深入访谈的方法识别各类风险,最后采用针对性的方法对三类风险进行评价的评估框架,能为精准识别重大项目的社会稳定风险因素,科学评价项目的社会稳定风险等级提供方法指导。
[Abstract]:In our country, the classification method of social stability risk of major projects is lack of the identification of risk and the operability of evaluation technology, which makes it difficult to refine the risk work of social stability of major projects. Starting from the three causes of social stability risk of major projects, the risk factors are divided into procedural risk, cognitive risk, frictional risk, risk index system based on three kinds of risk factors. The method of in-depth interview can identify all kinds of risks. Finally, the framework of evaluating the three kinds of risks using targeted methods can accurately identify the risk factors of social stability of major projects. Scientific evaluation of the project social stability risk level to provide guidance.
