公共数据开放的产出与效果研究——以上海开放数据创新应用大赛为例

【摘要】：公共数据开放之后有哪些利用者?开放数据是如何被利用的?带来了什么产出和效果?以上海开放数据创新应用大赛为例,对开放数据的利用者、利用程度、受益者、利用产出和效果等问题进行了研究。研究表明,公共数据开放后能吸引来自不同地区不同职业的数据利用者。数据利用者们对比赛专门开放数据、政府开放数据平台上常态开放的数据都有较高程度的利用,并将这些数据和各类自带数据进行了融合利用。基于开放数据产生的创新应用形式多样,应用领域广泛,潜在受益者包括普通市民、政府部门和商业机构。公共数据开放具有巨大的潜在商业效益与社会效益。
[Abstract]:Who are the users of public data after it is made public? How is open data used? What are the outputs and effects? Taking the Shanghai Open data Innovation Application Competition as an example, this paper studies the users, the degree of utilization, the beneficiaries, the utilization output and the effect of the open data. Studies have shown that open access to public data attracts data users from different regions and occupations. The data users specially open the data to the competition, and the normally open data on the open data platform of the government have a high degree of utilization, and the data are fused with all kinds of self-brought data. Innovative applications based on open data are available in a wide range of applications, and potential beneficiaries include ordinary citizens, government departments and business organizations. Open public data has enormous potential commercial and social benefits.
