精细化管理视角下我国政府效能建设研究

【摘要】：在当今世界,政府效能已成为衡量一个国家综合实力的重要指标,提高政府效能,建立效能型政府是我国政府改革的首要目标。但由于我国目前存在着权力过分集中,行政机构设置不合理,人事管理制度不够完善,效能建设的制度化、规范化不够,管理手段落后等导致政府效能低下的亟待解决的问题,这就迫切需要引进一种有效的管理理论和方法来改变这一状况,即需要把执行文化引入政府管理,实施精细化管理。通过实施精细化管理,运用先进的科学技术,抓住关键细节,通过充分运用政府的人力、物力、财力等资源,强化协作,提高政府组织的执行力,从而达到降低成本、费用,提高效率和效益的目的。因此,现阶段在我国政府效能建设中引入精细化管理是十分必要和有重大现实意义的。本文的研究内容分为五个部分,第一部分是绪论,阐明了研究的背景与意义,对国内外的研究现状进行了综述。第二部分是对基本概念和理论基础的阐述,主要阐述了政府效能与精细化管理的概念,并对提出了本文运用的理论基础。第三部分主要是对政府效能建设中精细化现状进行了分析,并指出当前我国政府效能建设精细化缺失的原因。第四部分介绍了郑东新区在政府效能建设中精细化管理的具体运用。第五部分提出了推动政府效能建设精细化的途径。
[Abstract]:In today's world, government efficiency has become an important index to measure the comprehensive strength of a country. It is the primary goal of our government reform to improve the efficiency of government and establish an effective government. However, due to the excessive concentration of power, the unreasonable setting of administrative institutions, the imperfect personnel management system, the systematization and standardization of efficiency construction and the backward management methods, the problems that lead to the low efficiency of the government are urgently needed to be solved. Therefore, it is urgent to introduce an effective management theory and method to change this situation, that is, to introduce executive culture into government management and to implement fine management. Through the implementation of meticulous management, the use of advanced science and technology, the grasp of key details, and the full use of government resources, such as human, material and financial resources, to enhance cooperation and improve the executive power of government organizations, thus reducing costs and costs, The purpose of improving efficiency and effectiveness. Therefore, it is necessary and significant to introduce fine management in the construction of government efficiency. The research content of this paper is divided into five parts. The first part is the introduction, which clarifies the background and significance of the research, and summarizes the current research situation at home and abroad. The second part is the basic concept and theoretical basis, mainly elaborated the concept of government efficiency and fine management, and put forward the theoretical basis of this paper. The third part mainly analyzes the present situation of the government efficiency construction and points out the reasons of the lack of the government efficiency construction. The fourth part introduces the application of Zheng Dong in government efficiency construction. The fifth part puts forward the way to promote the government efficiency construction.
