基于关联数据的政府云服务模型研究

【摘要】:关联数据自2006年问世以来,作为语义网的最佳实践逐渐受到广泛关注,其所应用的领域范围也越来越广。作为一种语义网实现的关键技术及数据资源发布规范,关联数据实现了网络异构信息资源之间的语义标注、语义互联和语义操作。越来越多的机构利用关联数据规范来发布数据,最终实现网络信息资源的语义互联和高度共享,政府也热衷于研究关联数据并进行相关应用实践。爆发式增长的网络信息使得政府在履行其社会服务功能时,面临信息增量过大和价值量降低的问题。这无疑会对政府的信息服务产生影响,而关联数据正好提供了一个最佳的解决方案。近些年"云服务"成为极其热门的词汇,原因在于它与云计算的发展是密切相关的。云计算技术的广泛应用使得云服务被众多机构用于提升信息服务质量。政府云服务运用"云"理念及云计算相关技术来满足用户信息需求,这已经成为政府转变管理职能的重要方式之一。但是政府当前进行的各项云服务项目建设,并不能很好的满足未来语义网环境下的用户信息需求。在进行政府的云服务建设过程中,引入关联数据就显得十分有必要。关联数据和云计算在应用上的结合是构建政府云服务模型的最佳方式,因为它可以发挥政府在数据资源方面的优势,同时能提高政府组织利用信息的效率,实现政府服务质量的提升。本文首先对关联数据和政府云服务的研究现状进行梳理分析,并对关联数据和云服务相关概念和理论进行了阐述。其次探讨了政府关联数据的管理发布流程,同时对政府云服务中引入关联数据所带来的影响进行分析,说明关联数据对提升政府云服务质量的重要性。然后在分析政府云服务理论和应用框架的基础上,提出了基于关联数据的政府云服务模型,分析模型构建原则及运行机制,并对模型的五个层级的内容进行了详细的论述。最后通过分析MELODIES项目的具体应用案例,来验证本文模型的可行性,并进行了总结和展望。
[Abstract]:Since the advent of relational data in 2006, as the best practice of semantic web, it has been paid more and more attention, and it has been used in more and more fields. As a key technology of semantic web implementation and data resource publishing specification, associated data realize semantic annotation, semantic interconnection and semantic operation between heterogeneous information resources. More and more organizations use association data specification to publish data, and finally realize semantic interconnection and high sharing of network information resources. The government is also keen to research related data and carry out related application practice. The explosive growth of network information makes the government face the problems of too large information increment and low value when it performs its social service function. This will undoubtedly have an impact on government information services, and the associated data provide the best solution. Cloud service has become an extremely popular term in recent years, because it is closely related to the development of cloud computing. With the wide application of cloud computing technology, cloud services are used by many organizations to improve the quality of information services. Government cloud services use cloud concept and cloud computing technology to meet the information needs of users, which has become one of the important ways for the government to change its management functions. However, the current construction of cloud services by the government can not meet the needs of users in the future semantic web environment. In the process of government cloud service construction, it is necessary to introduce associated data. The combination of associated data and cloud computing applications is the best way to build a government cloud service model because it can take advantage of the government's data resources and improve the efficiency of government organizations' use of information. To improve the quality of government services. In this paper, firstly, the research status of related data and government cloud services is analyzed, and the related concepts and theories of associated data and cloud services are expounded. Secondly, this paper discusses the management and release process of government associated data, and analyzes the impact of the introduction of associated data into government cloud services, which shows the importance of associated data to improve the quality of government cloud services. Then, on the basis of analyzing the theory and application framework of government cloud service, the paper puts forward a government cloud service model based on associated data, analyzes the principle of model construction and its running mechanism, and discusses in detail the contents of the five levels of the model. Finally, the feasibility of the model is verified by analyzing the application case of MELODIES project, and the conclusion and prospect are given.
