基于EA的灾害应急信息目录体系研究及共享平台建设

【摘要】:随着近年世界各地极端灾害事件频发,在人类社会高水平发展的今天,人们深刻意识到对灾害应急管理的重要性,我国先后出台了多部与灾害应急管理有关的管理办法与规则。目前国外灾害的相关管理、灾害种类、灾害防御措施、灾害预警手段、灾害应急政策、灾害应急设施以及灾害应急信息工具逐渐多样化,而国内各地应急管理部门对灾害应急信息管理的工作仍处于内容零散,信息管理系统覆盖率低,使用率低,效果不明显的状态,二者矛盾突显。在此基础上,缺少统一规范的灾害应急资源整合体系及共享平台这个问题便更加明显,这是灾害应急信息目录体系与共享平台(DEIDSP)产生的背景。基于此,本文首先分析了企业架构(EA)、灾害应急信息管理及目录体系的相关理论,从灾害应急管理者和目录系统使用者的角度对灾害应急信息目录体系进行设计,将企业架构指导思想贯穿于整个系统设计的过程中,按照国家提出的灾害应急信息管理方面的规范对数据库进行了设计和建设并实现检索,最后对系统信息和数据安全交换的机制进行分析并初步提出了策略及建议,对本文中企业架构应用成熟度进行了评价,最后基于EA提出了对DEIDSP的系统评价指标体系,建立了实际可用的灾害应急信息目录系统,证实了将企业架构应用于DEIDSP系统建设的实际可行性。
[Abstract]:With the frequent occurrence of extreme disaster events in recent years and the high level development of human society, people are deeply aware of the importance of disaster emergency management. In China, many management methods and rules related to disaster emergency management have been issued one after another. At present, foreign disaster management, disaster types, disaster prevention measures, disaster early warning means, disaster emergency policies, disaster emergency facilities and disaster emergency information tools are gradually diversifying. However, the work of disaster emergency information management in various parts of China is still scattered, the information management system coverage is low, the utilization rate is low, the effect is not obvious, and the contradiction between the two is prominent. On this basis, the lack of unified and standardized disaster emergency resources integration system and shared platform is more obvious, which is the background of disaster emergency information catalogue system and shared platform (DEIDSP). Based on this, this paper first analyzes the related theories of (EA), disaster emergency information management and catalogue system, and designs the disaster emergency information catalogue system from the perspective of disaster emergency managers and directory system users. The guiding ideology of enterprise architecture is used in the whole system design, and the database is designed and constructed and retrieved according to the national standard of disaster emergency information management. Finally, the mechanism of system information and data security exchange is analyzed, and the strategies and suggestions are put forward, and the application maturity of enterprise architecture in this paper is evaluated. Finally, based on EA, the system evaluation index system of DEIDSP is put forward. The practical disaster emergency information catalogue system is established, and the feasibility of applying enterprise architecture to the construction of DEIDSP system is verified.
