“十三五”我国智慧城市“转型创新”发展的路径研究

【摘要】：总结了智慧城市发展的现状:智慧城市相关政策密集出台、标准体系初步形成,城市信息基础设施全面升级、管理服务向精细化发展,"互联网+"和大数据催生智慧产业发展;分析了当前智慧城市发展存在的问题:信息资源整合缺乏标准,智能基础设施建设落后,技术应用对产业带动效应不明显,网络和信息安全面临严重威胁等;提出推进"互联网+"行动和智慧城市转型发展的路径建议:科学地做好智慧城市顶层设计,以"互联网+"促进电子政务全面转型,利用创新2.0驱动智慧城市转型升级,发展以"互联网+"为核心要素的智慧产业,打造智慧高效的网络安全保障体系。
[Abstract]:This paper summarizes the present situation of the development of intelligent city: the introduction of relevant policies, the initial formation of standard system, the overall upgrading of urban information infrastructure, the development of management services, the emergence of intelligent industry by "Internet" and big data; This paper analyzes the problems existing in the development of intelligent cities at present: the lack of standards for the integration of information resources, the backwardness of the construction of intelligent infrastructure, the inconspicuous effect of technology application on the industrial drive, the serious threat to network and information security, etc. The paper puts forward some suggestions on how to promote the "Internet" action and the transformation and development of the intelligent city: scientifically doing well the top-level design of the intelligent city, using "Internet" to promote the overall transformation of e-government, and using innovation 2.0 to drive the transformation and upgrading of the intelligent city. To develop the intelligent industry with the Internet as the core factor, and to build a intelligent and efficient network security guarantee system.
