社会转型时期中国共产党的政府服务思想研究

【摘要】：中国共产党的十八届全国代表大会提出,对于我国行政体制的改革要更进一步转向服务方面。这样做主要为了将原有的社会资源进行优化组合,继而提高其生产效率和社会效益,使生产力得到发展。中国共产党的宗旨是全心全意为人民服务,而作为执政党后,更是将这种宗旨贯彻到了政府中,使我国政府真正成为人民的政府。本文就是从社会转型期中国共产党政府服务思想出发,从多方面对政府服务思想进行分析和说明,对于我国今后的经济发展和现代化建设具有一定的现实意义。文章首先从马克思、列宁、毛泽东等马列主义经典作家的著作和思想中分析政府服务思想的要义,继而论述了中国社会转型期内,中国无产阶级革命家对政府服务思想的相关理论,比如邓小平在改革开放初期所强调的“生产力是基础,生产关系必须适应生产力”,以及“关于我国社会的最基本矛盾”等论述；再如江泽民同志从党建的角度论述政府建设,强调政府应该真正服务于民；胡锦涛同志从发展的角度谈服务型政府的建设以及十八大后的政府服务思想,这些都是对政府服务思想的阐述。文章最后主要论述了政府服务思想对于现代化建设的意义,从经济、政治、文化和人的发展等几方面强调了服务型政府对于现代化建设和社会发展的必要性。政府服务思想是中国共产党的理论成果,它从执政党的角度解读了中国共产党的宗旨和性质,并且在实践的过程中做到了科学性和革命性的统一,是中国共产党立党为公、执政为民的具体体现,是对“科学发展观”在行政领域内的实践,是党时刻联系群众的一条生命线。
[Abstract]:The 18th National Congress of the Communist Party of China proposed that the reform of China's administrative system should be further shifted to service. This is mainly to optimize the combination of the original social resources, and then to improve its productivity and social benefits, so that the productive forces can be developed. The purpose of the Communist Party of China is to serve the people wholeheartedly, and as the ruling party, it has been carried out into the government and made the government of our country become the government of the people. This article starts from the government service thought of the Communist Party of China in the period of social transformation, analyzes and explains the government service thought from many aspects, which has certain realistic significance for the future economic development and modernization construction of our country. The article first analyzes the essentials of the government service thought from the works and thoughts of Marx, Lenin, Mao Zedong and other Marxism-Leninist classic writers, and then discusses the transition period of Chinese society. The relevant theories of Chinese proletarian revolutionaries on the thought of government service, such as Deng Xiaoping's emphasis at the beginning of the reform and opening up, that "productive forces are the foundation, and production relations must adapt to productive forces," And "on the most basic contradictions of our society", such as Comrade Jiang Zemin from the point of view of party building, stressed that the government should really serve the people; Comrade Hu Jintao talked about the construction of service-oriented government and the thought of government service after the 18th National Congress from the angle of development. At the end of this paper, the significance of government service to modernization is discussed, and the necessity of service government for modernization and social development is emphasized from the aspects of economy, politics, culture and human development. The thought of government service is the theoretical achievement of the Communist Party of China. It interprets the purpose and nature of the Communist Party of China from the perspective of the ruling party, and achieves a scientific and revolutionary unity in the process of practice. The concrete embodiment of ruling for the people is the practice of "scientific development view" in the administrative field and a lifeline for the Party to contact the masses at all times.
