惠东县公务用车货币化改革研究

【摘要】：在日常执行公务过程中,公务人员因为出行的这一需求,就会不可避免地产生用车消费,这一消费就是俗称的公务用车消费。从古至今,公务用车消费会以不同的形式存在着。而考究中国目前的公务用车制度,可以看到公务人员因为公事出行产生的费用,其最终将形成一种行政成本。但因为公务用车制度并未纳入法制化且缺乏有力的监督,操作过程容易出现不规范的行为,而这一灰色地带最容易滋生腐败。公务用车泛滥等属于车轮上的腐败问题就不可避免了。而这种腐败现象不仅影响了政府部门的执政形象,从而导致政府公信力大大下降；更有甚至,会加大中央乃至地方行政成本的负荷,严重违背了十八大以来中央厉行节约的这一思想。为了有效地遏制住这种不良形势的恣意蔓延,更好地适应当前社会需求,体现政府执政为民的宗旨,20世纪90年代起,全国不少城市的党政机关开始摸索解决公务出行这一问题。各地方党政机关从自身实际出发,结合当地已有的公务用车制度,探索式地推行改革,并取得一定的成效。本文结合公务用车改革的必要性这一实际,立足于广东省公务用车改革的调研成果,以惠东县公务用车货币化改革作为研究的依归,采用文献分析与描述性案例分析相结合进行深入研究,剖析惠东县公务用车的现状,从根本上去挖掘惠东县以逐步实现公务用车货币化、市场化、社会化的这一改革目标。通过研究指出惠东县通过公务用车货币化改革而实现降低行政成本、体现厉行节约和减少公务车辆、推行环保概念的双赢局面。同时不可忽视的是：由于惠东县推行公务用车货币化改革制度的年限并不久远,很多措施和规章制度的建设仍在摸索过程中,所以难以避免会因为制度的不成熟而存在一些问题,本文会有所侧重地从这些问题切入进行研究探讨,透过大量地搜集数据和资料,分析惠东县公务用车货币化改革制度所存在的漏洞。针对性地提出财政管理制度、监督制度、后续管理等解决措施对惠东县公务用车改革存在的漏洞和缺陷提出建议,从而能更好地完善惠东县公务用车货币化改革制度,让该制度的优越性完整得体现出来,让惠东县公务用车货币化改革走在全国公务用车改革的前列,展现其示范性意义的一面。
[Abstract]:In the daily execution of official duties, the public servants will inevitably produce car consumption because of the need to travel, this consumption is commonly known as official vehicle consumption. From ancient times until now, the consumption of official vehicles will exist in different forms. Looking at the current system of official vehicles in China, we can see that the costs incurred by civil servants as a result of official travel will eventually form an administrative cost. However, because the system of official vehicles is not legalized and lack of effective supervision, the operation process is prone to non-standard behavior, and this gray area is the most likely to breed corruption. The problem of corruption on wheels, such as the proliferation of official vehicles, is inevitable. This kind of corruption not only affects the ruling image of government departments, thus leading to a great decline in the credibility of the government, but also increases the burden of central and even local administrative costs. It is a serious violation of the idea that the Central Committee has been practicing economy since the 18th National Congress of the Communist Party of China (CPC). In order to effectively curb the wanton spread of this bad situation, better adapt to the current social needs, and reflect the tenet of the government in power for the people since the 1990s, the party and government organs in many cities throughout the country began to explore and solve the problem of official travel. All the local Party and government organs, starting from their own reality and combining the existing local official vehicle system, carry out the reform in an exploratory manner, and have achieved certain results. Combined with the necessity of the reform of official vehicles, this paper bases itself on the research results of the reform of official vehicles in Guangdong Province, and takes the monetization reform of official vehicles in Huidong County as the research objective. By combining literature analysis with descriptive case analysis, this paper analyzes the present situation of official vehicles in Huidong County, and excavates Huidong County in order to gradually realize the reform goal of monetization, marketization and socialization of official vehicles. The paper points out that Huidong County can reduce the administrative cost through the reform of monetization of official vehicles, embody the win-win situation of strictly economizing and reducing the official vehicles and carrying out the concept of environmental protection. At the same time, it can not be ignored that since the reform of monetization of official vehicles in Huidong County has not been carried out for a long time, many measures and regulations are still in the process of being explored. Therefore, it is difficult to avoid some problems due to the immaturity of the system. This paper will focus on these problems and conduct research and discussion through a large amount of data and data collection. This paper analyzes the loopholes in the monetization reform system of official vehicles in Huidong County. In order to perfect the monetization reform system of official vehicles in Huidong County, the paper puts forward some countermeasures such as financial management system, supervision system, follow-up management and so on, and puts forward some suggestions on the loopholes and defects of the reform of official vehicles in Huidong County. Let the superiority of this system be reflected completely, let Huidong County official vehicle monetization reform walk in the forefront of the national official vehicle reform, show its exemplary significance side.
