我国慈善组织参与医疗救助问题研究

【摘要】：我国的医疗救助制度自建立起就明确了政府的主体责任,政府对医疗救助的财政资金投入也随着综合国力的增强逐年增加,为社会弱势群体起到了很好的保障作用。但是由于政府本身的局限性,以及贫困群体对医疗服务需求的进一步加大,政府的力量显得有些单薄。西方福利国家在上世纪70年代也面临着同样的困境,随着福利多元主义理论和公民社会的快速发展,慈善组织开始在社会救助领域发挥不可替代的作用。慈善组织的专业性、社会性、灵活性充分弥补了政府在医疗救助中力量薄弱、方式单一、覆盖面不足的缺陷。在我国,各种慈善组织纷纷开始实践,在医疗救助领域发挥自己的优越性,慈善医疗救助项目遍地开花,对完善我国医疗救助体系具有重要意义。我们在总结成功实践经验的同时,也看到了政府和慈善组织在救助中责任不清晰,救助合作机制不完善,相关的法律法规还没有对救助工作进行规范,缺乏统一的信息共享系统等一系列问题,使得慈善组织在医疗救助中的作用得不到最大限度的发挥。本文通过对慈善组织参与医疗救助的现状进行梳理,总结慈善组织参与医疗救助的现行模式,概括特点,并且从中找到问题进行研究分析,结合国外慈善医疗事业的经验,探索完善我国的慈善组织参与医疗救助的有意义的对策。文章除开第一章绪论部分,分为五章。第二章对慈善组织参与医疗救助的相关概念进行了界定,并用市场失灵和政府失灵理论、福利多元主义理论、公民社会理论阐述慈善组织参与医疗救助的理论基础。第三章分析慈善组织参与医疗救助的现实环境,并对实践工作进行梳理,总结国内慈善医疗现有的模式,概括慈善医疗事业的特点。第四章全面深刻的对目前慈善组织参与医疗救助的问题进行剖析。第五章以英国和美国为例,总结介绍了两个国家的成功经验。第六章针对前文的问题提出可行的完善我国慈善组织参与医疗救助的对策建议。
[Abstract]:Since the establishment of the medical aid system in China, the main responsibility of the government has been clear, and the financial investment of the government in medical assistance has also increased year by year with the increase of comprehensive national strength, which has played a very good role in safeguarding the social vulnerable groups. However, due to the limitations of the government itself and the further increase in the demand for medical services by the poor, the government's strength is somewhat weak. Western welfare states also faced the same dilemma in the 1970s. With the rapid development of welfare pluralism theory and civil society, charitable organizations began to play an irreplaceable role in the field of social assistance. The professional, social and flexible nature of charitable organizations makes up for the weakness of the government in medical aid. In China, a variety of charitable organizations have begun to practice, in the field of medical assistance to give play to their own advantages, charity medical assistance projects everywhere, to improve the medical aid system has an important significance. While summing up the successful practical experience, we also see that the responsibilities of the government and charitable organizations in the rescue are not clear, the rescue cooperation mechanism is not perfect, and the relevant laws and regulations have not yet standardized the rescue work. A series of problems, such as lack of unified information sharing system, make the role of charitable organizations in medical assistance not to be maximized. Through combing the current situation of charitable organizations participating in medical assistance, this paper summarizes the current mode of charitable organizations' participation in medical assistance, summarizes the characteristics, and finds out problems for research and analysis, combining with the experience of overseas charitable medical undertakings. Explore and perfect our country charity organization to participate in the meaningful countermeasure of medical aid. Apart from the introduction of the first chapter, the article is divided into five chapters. The second chapter defines the relevant concepts of charitable organizations' participation in medical assistance, and expounds the theoretical basis of charitable organizations' participation in medical assistance with the theory of market failure and government failure, the theory of welfare pluralism and the theory of civil society. The third chapter analyzes the realistic environment of charitable organizations participating in medical assistance, and combs the practical work, summarizes the existing models of charitable medical care in China, and summarizes the characteristics of charitable medical care. The fourth chapter comprehensively and profoundly analyzes the problem of charitable organizations participating in medical aid. Chapter five takes the United Kingdom and the United States as an example to summarize the successful experiences of the two countries. The sixth chapter puts forward some feasible suggestions to improve the participation of charitable organizations in medical aid.
