内蒙古国税系统基层公务员激励机制研究

【摘要】:随着社会经济的发展,公共部门人力资源管理的过程中开始逐步渗透现代人力资源管理的观念,并且将传统的“以事为中心”的管理转变为“以人为中心”的管理,管理理念也逐步突出“以人为本”。当前,在内蒙古国税系统中,已有一些成型的、较好的激励方式,但由于理念陈旧,官本位思想严重等原因,仍存在激励失灵、手段单一、福利作用不明显、基层人员付出与得到不成正比等现象,严重影响着基层税务工作人员的积极性,导致他们难以长期保持积极的工作状态。因此,如何综合运用各种激励理论进一步提升整个内蒙古国税系统基层激励机制的效果,科学合理地调动基层公务员的工作积极性,打造一支有创造性、有主观能动性、有集体凝聚力的国税队伍,成为了摆在我们面前的重要课题。基于此,结合笔者在基层五年的切身工作体验,产生了对内蒙古国税系统基层公务员激励机制进行研究的想法。本文共分为六个部分,以文献研究法为主,辅以实例分析法和经验分析法,结合多学科理论。根据内蒙古国税系统基层工作实际,着重将激励与领导学和领导艺术相结合,从领导者自身角度和领导艺术出发,探究可行的激励机制、激励方式,从工作布置、负激励等方面入手,结合2012年内蒙古国税系统提出的基层建设的理念,与需要层次理论、公平心理理论、期望理论相结合,从基层建设角度提升激励效果,试图改变基层公务员工作缺乏生气、缺乏激情、职业倦怠的冷冰冰的现状。
[Abstract]:With the development of social economy, the concept of modern human resource management has been gradually infiltrated in the process of human resource management in the public sector, and the traditional "matter centered" management has been transformed into "people-centered" management. The management idea also gradually outstanding "people-oriented". At present, in the Inner Mongolia national tax system, there are some formed and better incentive methods, but due to the old idea, the official standard thought and other reasons, there still exists incentive failure, single means, and the function of welfare is not obvious. The phenomenon that grass-roots personnel pay and get is not proportional, which seriously affects the enthusiasm of grass-roots tax workers, resulting in their long-term hard to maintain a positive state of work. Therefore, how to comprehensively apply all kinds of incentive theories to further improve the effect of the grass-roots incentive mechanism of the whole Inner Mongolia State tax system, scientifically and reasonably mobilize the work enthusiasm of the grass-roots civil servants, create a creative, subjective initiative, The national tax team with collective cohesion has become an important subject in front of us. Based on this, combined with the author's working experience of five years at the grass-roots level, the author has the idea of studying the incentive mechanism of the grass-roots civil servants in Inner Mongolia State tax system. This paper is divided into six parts: literature research, case analysis and empirical analysis, combined with multi-disciplinary theory. According to the practice of basic level work in Inner Mongolia's national tax system, this paper focuses on the combination of motivation with leadership and leadership art. From the perspective of leaders themselves and the art of leadership, this paper explores the feasible incentive mechanism, incentive mode and work arrangement. Starting with negative incentives, combining the concept of grass-roots construction put forward by Inner Mongolia State tax system in 2012, combining with the theory of hierarchy of needs, the theory of fair psychology, and the theory of expectation, the incentive effect can be promoted from the angle of grass-roots construction. Trying to change the basic civil servants lack of vitality, lack of passion, job burnout status quo.
