社会组织参与我国政府绩效评估问题研究

【摘要】：随着我国社会组织力量的不断壮大和政府绩效评估的深入开展,社会组织参与我国政府绩效评估问题已成为人们关注的焦点和研究的前沿课题。我国政府绩效评估虽然出现了第三方评估模式和基层社会组织零碎性和象征性的参与,但社会组织整体性参与不够,评估主体的独立性作用没有得到充分发挥,致使我国政府绩效评估公信度不强,社会价值不高。本文以社会组织参与我国政府绩效评估作为研究对象,旨在是找出影响社会组织参与我国政府绩效评估的症结,具有针对性的解决社会组织有效参与我国政府绩效评估问题。本文通过对社会组织参与我国政府绩效评估重要性的阐释和采用系统分析法、对比分析法,分析社会组织参与我国政府绩效评估存在的问题,进而从更新我国政府观念,提高我国社会组织的素质,建立良好的信息沟通机制,创造优越的制度环境等方面提出对策。本文得出的结论是:社会组织是我国政府绩效评估的重要主体,要想使社会组织的主体作用得到发挥,政府和社会要从观念上、机制上、制度上扫清影响和制约社会组织参与我国政府绩效评估的障碍,为社会组织参与我国政府绩效评估营造一个良好的环境。从而提高政府绩效评估的公信度,体现社会价值,提升政府形象,增强社会公众的满意度。
[Abstract]:With the growing strength of social organizations and the in-depth development of government performance evaluation, the participation of social organizations in the evaluation of government performance has become the focus of attention and the forefront of research. Although the government performance evaluation of our country has appeared the third party appraisal pattern and the grass-roots social organization fragmentary and symbolic participation, but the social organization overall participation is not enough, the independent function of the evaluation subject has not been fully developed. As a result, our government performance evaluation degree is not strong, social value is not high. The purpose of this paper is to find out the crux of the participation of social organizations in the evaluation of government performance and to solve the problem of effective participation of social organizations in the evaluation of government performance. Through explaining the importance of social organization participating in government performance evaluation in our country and adopting systematic analysis method and comparative analysis method, this paper analyzes the problems existing in the participation of social organization in government performance evaluation of our country, and then renews the concept of government in our country. To improve the quality of our social organization, to establish a good information communication mechanism, to create a superior institutional environment and other aspects of countermeasures. The conclusion of this paper is: social organization is an important subject of government performance evaluation in our country. In order to make the main role of social organization play, the government and society should be from the concept, mechanism, In order to create a good environment for social organizations to participate in government performance evaluation, we should clear the obstacles that affect and restrict the participation of social organizations in government performance evaluation. In order to improve the credibility of government performance evaluation, reflect the social value, enhance the image of the government, enhance the satisfaction of the public.
