完善我国公务员职业操守路径分析

【摘要】:职业操守是职业内在性的外在表现。职业的社会性要求我们从社会对职业的价值诉求出发来规范职业操守。公务员职业有其特殊性,即职业对象的特殊性、职业职责的特殊性和职业行为准则的特殊性。公务员职业操守建设历史告诉我们:公务员职业操守直接关系到公务员职业行为的社会可接受性,进而影响到行政效率的提升和为人民服务宗旨的实现。当前,我国公务员职业操守建设面临的主要挑战是:背离公务员职业精神、职业规范,违背行政程序的行为时有发生,"工作倦怠"问题普遍存在,不遵守党的政治规矩、政治纪律现象屡禁不止。为此,完善公务员职业操守的主要途径应为:重塑公务员职业精神,完善公务员管理责任制,加强公务员队伍的纪律与作风建设,强化领导队伍建设,培育公务员积极情感,提升公务员管理的人本化程度等。
[Abstract]:Professional conduct is the external manifestation of the internality of a profession. The sociality of the profession requires us to standardize the professional conduct from the social value demand of the profession. Civil servant occupation has its particularity, that is, the particularity of professional object, professional duty and professional code of conduct. The history of the construction of the professional ethics of civil servants tells us that the professional ethics of civil servants is directly related to the social acceptability of the professional behavior of civil servants, and then affects the promotion of administrative efficiency and the realization of the purpose of serving the people. At present, the main challenges faced by the construction of professional ethics of civil servants in China are: deviating from the professional spirit of civil servants, professional norms, violating administrative procedures, the problem of "job burnout" generally exists, and they do not abide by the party's political rules. Political discipline goes beyond prohibition. Therefore, the main ways to improve the professional conduct of civil servants should be: remolding the professional spirit of civil servants, perfecting the management responsibility system of civil servants, strengthening the discipline and style construction of civil servants, strengthening the construction of leading ranks, and cultivating the positive feelings of civil servants. To improve the degree of humanization of civil servant management and so on.
