河源海事局公共服务能力研究

【摘要】：党的十六届三中全会明确提出,服务型政府建设必须逐步转入新阶段。按照授权,河源海事局主要负责贯彻和执行国家水上交通安全、水域环境保护,船舶和水上设施检验方面的法律、法规和规范;负责河源市辖区内的船员培训考试发证、船舶登记发证、通航秩序维护、码头和岸线使用审核、通行通(警)告发布、防止船舶污染、船舶和水上设施检验、船舶航行安全保障等工作。是社会公共安全和公共服务的主要承担者之一。本文第一章介绍了本文研究的背景和意义,对相关文献进行了综述,并阐明研究方法。本文第二章介绍了相关概念,尤其是关于“海事”的概念和“服务型海事”的缘来和建设要求。本文第三章介绍了河源海事局的概况和辖区管理情况,特别是在服务型政府建设的大背景下河源海事面临着怎样公共服务压力和承担着怎样的历史重任。本文第四章介绍了河源海事局公共服务能力评估,其中以河源新港海事处通过“五精”海事处建设成效评估指标体系评估的结果为基础来反映河源海事局在公共服务能力上的短板和原因分析。本文第五章介绍了国内海事机构的先进经验。包括了长江海事处、佛山海事局内河典型示范和香港海事处这种处在国际先进服务水平的特别机构。本文第六章通过之前的所有介绍和数据、案例等资料,结合河源海事工作实际,对河源局现处的的情况提出了对策建议。为河源海事局的公共服务能力建设做系统规划,从公共服务理念,信息化建设,人力资源建设提供参考。第七章总结全文提出结论。
[Abstract]:The third Plenary session of the 16th CPC Central Committee clearly proposed that the construction of service-oriented government must be gradually transferred to a new stage. According to the authorization, Heyuan Marine Bureau is mainly responsible for the implementation and enforcement of laws, regulations and regulations in the areas of national water traffic safety, water environmental protection, inspection of ships and water facilities, and issuance of certificates for crew training examinations within the jurisdiction of Heyuan City. Ship registration and certification, navigation order maintenance, wharf and shoreline use audit, passageway (police) issued, prevention of ship pollution, ship and water facilities inspection, ship navigation safety and security work. Is the social public security and the public service one of the main bearers. The first chapter introduces the background and significance of this study, summarizes the relevant literature, and clarifies the research methods. The second chapter introduces the related concepts, especially the concept of "maritime" and the "service maritime" origin and construction requirements. The third chapter introduces the general situation of Heyuan Marine Bureau and the management of its jurisdiction, especially under the background of service-oriented government construction, how the Heyuan maritime industry is facing the pressure of public service and what kind of historical responsibility it is shouldering. The fourth chapter introduces the evaluation of public service capacity of Heyuan Marine Bureau. Based on the evaluation results of the evaluation index system of the construction effectiveness of Heyuan Newport Marine Department through the "Wujing" Marine Department, this paper reflects the short board and cause analysis on the public service capacity of Heyuan Marine Bureau. The fifth chapter introduces the advanced experience of domestic maritime organizations. Including the Yangtze River Marine Department, Foshan Marine Bureau typical demonstration and the Hong Kong Marine Department in the international advanced service level of special agencies. The sixth chapter of this paper through all the previous introduction and data, cases and other materials, combined with the reality of the maritime work in Heyuan, the situation of Heyuan Bureau is put forward countermeasures and suggestions. It provides the reference for the public service capacity construction of Heyuan Marine Bureau from the public service concept, the information construction and the human resource construction. Chapter seven summarizes the full text and puts forward the conclusion.
