完善我国应急产业政策的对策研究

【摘要】：经济社会的高速发展,并没有给人们带来安全感,反而使人们不仅要面对自然灾害和事故的威胁,还要应对因社会矛盾引发的各种冲突。国内外日益严重的安全问题迫使国家必须提高应急能力,让人们可以安全的享受经济高速发展的成果。应急产业作为应对危机的重要保障应运而生,国家也开始逐渐重视应急产业的发展,制定一系列政策促进发展。通过对国内外应急产业政策相关文献的分析可知,发达国家较早的开展应急产业政策实践,并根据本国政治经济文化特点,采用不同的政策手段促进产业发展,提高国家应急能力。我国的应急产业是随着应急管理工作的开展而产生的,是近十年来才逐渐进入政策议程,还没有充分的把握应急产业发展的规律,政策制定还缺乏系统性和协调性,需要进一步完善政策制定过程,完善我国的应急产业政策。本文主要分为六个部分,第一部分,介绍研究背景与意义,国内外应急产业政策研究现状、研究方法和创新点。第二部分,阐述了应急产业政策的相关概念和理论基础产业政策理论。第三部分,描述了我国应急产业政策实践,分析我国应急产业政策实践历程和政策实施效果,并指出了我国现阶段应急产业政策实践存在的问题和原因。第四部分,介绍了美国和日本的产业政策实践经验,以及对我国的启示。第五部分,提出了完善我国的应急产业政策要遵循的基本原则和我国未来应急产业政策发展的对策建议。第六部分,在总结全文的基础上,指出应急产业发展势在必行。应急产品的性质和应急产业的发展阶段决定了政策干预的必要性,这就必须对正确全面的认识应急产业,在把握产业发展规律的基础上,制定完善的应急产业规划,完善应急产业决策机制,健全应急产业发展环境制定产业发展规划,促进应急产业发展。
[Abstract]:The rapid development of economy and society does not bring sense of security to people, on the contrary, it makes people face not only the threat of natural disasters and accidents, but also all kinds of conflicts caused by social contradictions. The increasingly serious security problems at home and abroad force the country to improve its emergency response capacity so that people can safely enjoy the fruits of rapid economic development. Emergency industry as an important guarantee to deal with the crisis emerged as the times require, the country began to pay attention to the development of emergency industry, and formulated a series of policies to promote development. Through the analysis of domestic and foreign emergency industrial policy related literature, the developed countries carried out emergency industrial policy practice earlier, and according to their own political, economic and cultural characteristics, adopt different policy means to promote industrial development. Improve the national emergency response capacity. The emergency industry of our country is produced with the development of the emergency management work, it is only gradually entering the policy agenda in the past ten years, the law of the development of the emergency industry has not been fully grasped, and the policy formulation is still lack of systematization and coordination. Need to further improve the policy-making process, improve China's emergency industrial policy. This paper is divided into six parts, the first part, introduces the research background and significance, domestic and foreign emergency industrial policy research status, research methods and innovative points. The second part, elaborated the emergency industrial policy related concept and the theory foundation industry policy theory. The third part describes the practice of China's emergency industry policy, analyzes the practice process and effect of emergency industry policy, and points out the existing problems and reasons of our country's emergency industry policy practice at the present stage. The fourth part introduces the practical experience of American and Japanese industrial policy, and the enlightenment to our country. In the fifth part, the author puts forward the basic principles to perfect China's emergency industrial policy and the countermeasures and suggestions for the future development of China's emergency industrial policy. The sixth part, on the basis of summing up the full text, points out that the development of emergency industry is imperative. The nature of emergency products and the development stage of emergency industry determine the necessity of policy intervention. It is necessary to understand the emergency industry correctly and comprehensively, and to formulate a perfect emergency industry plan on the basis of grasping the law of industry development. Improve the decision-making mechanism of emergency industry, perfect the development environment of emergency industry, formulate industrial development plan, and promote the development of emergency industry.
