基于BIM的上海市X政务大厅智慧大楼运营管理体系研究

【摘要】：随着信息技术革命的不断演进和互联网发展程度的不断深入,众多发达国家及其各层级政府已经就发展未来智慧城市达成共识,发展涌现出一大批应用案例。中央政府、上海市政府发布了一系列推进政策,促进BIM技术在我国的推广和发展。浦东新区一直以“先行者中的先行者、排头兵中的排头兵”为工作目标,作为先行先试的典范和全国第一个综合配套改革试点地区,浦东新区X政务大厅是综合配套改革的重要成果。在近十年的发展之后,如何在“互联网+政务服务”和上海自贸扩区背景下,结合自身特点与工作实际,利用新技术探索升级,进一步改善政务大厅的公共服务质量、提升信息化管理水平、提高公共服务效率、增加市民办事满意度,成为政务大厅目前改革创新的最大挑战。本文以X政务大厅为例,在详细分析其传统模式下综合大楼物业管理的现状之基础上,总结出传统大楼物业管理存在的问题,即各个系统、部门相互独立,难以实现统一安全管理;缺乏监测、损坏被动维修,难以实现持续有效运营;设备众多、使用年限不一,难以实现合理统筹维护;人员有限、能力素质不足,难以实现全面规范管理等;并进一步认为,通过BIM为核心的一揽子现代技术升级更新现有综合大楼物业管理系统、打造智慧大楼、智慧大厅势在必行、箭在弦上。本文总结了 X政务大厅的智慧大楼建设体系,即基于BIM+理念,以对外服务、运营管理和信息共享为建设目标,打造基础设施管理体系、5A系统支撑体系、功能平台应用体系和多维信息展示体系等五大体系,致力于实现软硬件和数据资源的集约化管理、完善智能安防监控应急管理响应机制、搭建智慧大楼运营管理综合体系平台、打造政务信息可视化管理智慧新平台和探索政务大厅业务流程智慧服务平台等建设内容。X政务大厅基于BIM的智慧大楼在实施过程中取得了一定阶段性成果,包括夯实基础设施建设、提高运营管理效率,推进智慧大楼体系、降低运营管理成本,拓展智能应用领域、提升办事满意程度等。本文在实践中认为,要继续推进X政务大厅智慧大楼运营管理体系向纵深发展,必须深刻落实组织机制保障、实施机制保障和财政资金保障等三方面的保障措施。
[Abstract]:With the continuous evolution of the information technology revolution and the development of the Internet, many developed countries and their governments have reached a consensus on the development of intelligent cities in the future, and a large number of application cases have emerged. The central government and the Shanghai municipal government have issued a series of promotion policies to promote the promotion and development of BIM technology in China. The Pudong New area has always taken the "forerunner among the forerunners, the vanguard in the vanguard" as the work objective, as a model for the first trial and the first pilot area for comprehensive reform in the country. Pudong New area X-government hall is an important result of comprehensive reform. After nearly a decade of development, how to further improve the quality of public service in the government hall under the background of "Internet government service" and the free trade expansion area of Shanghai, combining with its own characteristics and working reality, exploring and upgrading by using new technology, Improving the level of information management, improving the efficiency of public service, and increasing the satisfaction of the public affairs become the biggest challenge to the reform and innovation of the government hall at present. Taking the X Government Hall as an example, based on the detailed analysis of the current situation of the property management of the complex building under its traditional mode, this paper summarizes the problems existing in the property management of the traditional building, that is, the systems and departments are independent of each other. It is difficult to realize unified security management; Lack of monitoring, damage passive maintenance, it is difficult to achieve continuous and effective operation; equipment, service life is not the same, it is difficult to achieve reasonable overall maintenance, limited personnel, insufficient ability, difficult to achieve comprehensive and standardized management, etc. Furthermore, it is considered that the wisdom hall is imperative to upgrade and update the existing complex building property management system through the BIM as the core of the modern technology upgrade, and to build the wisdom building, the wisdom hall is imperative. This paper summarizes the construction system of the wisdom building in the X Government Hall, that is, based on the concept of BIM, taking external service, operation management and information sharing as the construction goal, creating infrastructure management system, 5A system support system, The function platform application system and multidimensional information display system are devoted to realizing the intensive management of hardware and software and data resources, perfecting the response mechanism of intelligent security monitoring and emergency management, and setting up a comprehensive system platform for operation and management of intelligent building. To create a new platform for visualized management wisdom of government information and to explore the business process wisdom service platform of government hall. The wisdom building of X government hall based on BIM has achieved certain stage results in the process of implementation. It includes ramming the infrastructure, improving the efficiency of operation and management, pushing forward the system of wisdom building, reducing the cost of operation and management, expanding the field of intelligent application, and improving the degree of satisfaction. In practice, this paper holds that in order to push forward the further development of the operation and management system of the wisdom building of the X Government Hall, we must implement the three safeguard measures, namely, the organizational mechanism guarantee, the implementation mechanism guarantee and the financial fund guarantee.
