整体性治理视角下中国智慧政府发展路径探究

【摘要】：近年来,随着以大数据、物联网、云计算等为中心的新一代信息网络通讯技术的发展,“智慧”一词已经渗入到我们日常生活的方方面面,从智慧地球到智慧国到智慧城市再到智慧社区,生活中无处不体现智能给人们带来的巨大便利。在这种智慧浪潮袭来之时,智慧政府建设也被提上日行程。与电子政府建设中存在的行政碎片化带来的部门主义、信息孤岛等问题相比,智慧政府则从整体性入手,通过对政府部门内外的协调与整合,打破电子政府建设中存在的弊端,实现了政府的整体性运作,重新构建一个透明、负责、回应、高效的综合型政府模式。从电子政府向智慧政府的转变反应了政府服务意识的觉醒和公共性的回归,但是缺乏系统的理论性指导一直是智慧政府建设实践中的重要问题。整体性治理理论作为治理理论发展的新阶段,是对碎片化问题的战略性回应,它与智慧政府在技术载体、价值取向、长远目标等方面存在内在的逻辑契合。本文通过引入整体性治理理论,为智慧政府建设提供宏观性的理论指导,改变智慧政府建设重实践而理论匮乏的现状。从内容上,本文分为六个部分,第一部分是绪论,讲述了选择本课题的背景和意义、相关研究综述、研究思路与方法,以及存在的创新点与不足。第二部分是对智慧政府和整体性治理理论的概念内涵进行梳理,着重研究了智慧政府的主要特征和整体性治理的治理机制,在此基础上剖析了整体性治理与智慧政府间的契合性;第三部分回顾了智慧政府的发展历程,预估了智慧政府未来的发展趋势,总结了电子政府建设过程中碎片化的现实表征并对碎片化的原因进行了剖析;第四部分阐述了新加坡、澳大利亚、韩国和浙江省智慧政府建设的实践经验,明晰了对我国智慧政府建设的启示与借鉴意义;第五部分探讨了整体性治理理论指导下中国智慧政府建设的路径选择,从理念、技术、组织结构、公众参与四个方面深入分析了路径支持。最后一章则是从智慧政府建设存在的危机出发,探讨智慧政府建设过程中应该进行的系统性反思。整体性治理理论作为新型的理论不可能尽善尽美,但是它在一定程度上能够为智慧政府建设提供方向指引。
[Abstract]:In recent years, with the development of the new generation of information network communication technology, such as big data, Internet of things, cloud computing and so on, the word "wisdom" has penetrated into every aspect of our daily life. From the intelligent earth to the intelligent country to the intelligent city to the wisdom community, everywhere in life embodies the enormous convenience that intelligence brings to people. At the same time as the tide of wisdom hit, the construction of intelligent government was also put forward to Japan's itinerary. Compared with the problems such as secularism and information isolation brought about by the fragmentation of administration in the construction of electronic government, the intelligent government starts from the whole, through the coordination and integration of the inside and outside of the government department, to break the malpractice existing in the construction of the electronic government. It realizes the overall operation of the government and reconstructs a transparent, responsible, responsive and efficient comprehensive government model. The transformation from electronic government to intelligent government reflects the awakening of government service consciousness and the return of publicity, but the lack of systematic theoretical guidance has always been an important issue in the construction practice of intelligent government. As a new stage of the development of governance theory, holistic governance theory is a strategic response to the fragmentation problem. It has inherent logic agreement with intelligent government in technology carrier, value orientation, long-term goal and so on. By introducing the theory of holistic governance, this paper provides the macroscopic theoretical guidance for the construction of the intelligent government, and changes the present situation that the construction of the intelligent government emphasizes practice but lacks the theory. In terms of content, this paper is divided into six parts. The first part is the introduction, which describes the background and significance of choosing this topic, the related research review, the research ideas and methods, as well as the existing innovation points and shortcomings. The second part is to comb the concept connotation of the wisdom government and the whole governance theory, focusing on the main characteristics of the intelligent government and the governance mechanism of the whole governance. On this basis, the paper analyzes the compatibility between holistic governance and intelligent government. The third part reviews the development course of the intelligent government, forecasts the future development trend of the intelligent government, summarizes the realistic representation of the fragmentation in the process of the construction of electronic government, and analyzes the causes of the fragmentation. The fourth part expounds the practical experience of the wisdom government construction in Singapore, Australia, South Korea and Zhejiang Province, and clarifies the enlightenment and reference significance to the wisdom government construction of our country. The fifth part discusses the path choice of the construction of Chinese intelligent government under the guidance of holistic governance theory, and analyzes the path support from four aspects: idea, technology, organization structure and public participation. The last chapter discusses the systematic reflection in the process of the construction of intelligent government from the crisis of the construction of intelligent government. As a new theory, holistic governance theory can not be perfect, but it can provide direction for the construction of intelligent government to a certain extent.
