新媒体时代政府应对舆情分析

【摘要】:随着社会科学的不断进步,信息技术的快速发展,网络、手机短信、微博、微信等新媒体的不断涌现,使信息传播更具即时性、交互性,拓展了信息的传输渠道,使资讯的传播更加便捷而灵活。根据中国互联网络信息中心(CNNIC)关于互联网络发展状况的调查结果,到2014年12月为止,中国网民数量已达到6.49亿,互联网普及率较高,已达到47.9%,其中,新增网民数量为3117万人,比上年底提升2.1%。其中,通过移动设备上网人群为5.57亿,比2013年底多出5672万人,上网人群中使用移动设备上网人群占比增加为85.8%,比2013年多出4.8个百分点。而在当前我国社会的转型期,社会矛盾凸显严重,人民教育水平显著提高,公众意识觉醒、社会参与积极性提升,在中国特色社会主义现代化的进程中,作为面向大众的传播信息的媒介和手段,通过运用新媒体,人民群众可以有效地畅所欲言。若想事件引起大众重视,则应当满足公共性,包含冲突、非正常性和现实性的条件,并且在一定程度上成为舆论热点。通过新媒体将公众话语释放,会在有意无意之中放大社会矛盾,政府如若放置不管或没有按时处理,则会成为影响社会稳定的定时炸弹。鉴于此,政府如何在时代背景下研究新媒体带给舆情的特殊性,继而把握特点、掌握规律、合理应对,切实做好舆情的应对管理工作,让群众满意。本文一共分为五个部分:第一部分简述了选题的契机及影响、国内外文献综述以及研究对象与计划。第二部分介绍了相关概念界定与理论基础,主要对“新媒体”和“舆情”做概念界定,并且从马斯洛需求层次理论、社会公平理论、议程设置理论、蝴蝶效应理论等分析,为整篇研究提供理论依据。第三部分研究政府应对舆情的现状,对比分析了传统模式下政府应对舆情的方式方法,以及新媒体在政府应对舆情中的作用与影响。第四部分主要是探究新媒体时代政府在处理舆情的过程中出现的误区及原因分析,主要有认识上的误区,包括缺乏认识,反应迟缓;一味否认,借机澄清;寻找借口,淡化责任,以及管理方面的问题:政府管理制度欠缺;人员能力欠缺等,分析其原因主要在于思想观念未转变,不重视新媒体;舆情管理法律法规不完善;缺乏舆情应对制度等。第五部分对于政府在应对舆情中如何运用新媒体提出了对策,主要为完善舆情立法,构建完备的舆情管理法律法规;机制建设:加强完善工作体制建设以及健全保障体制;加强使用和处理新媒体的能力,树立正确的新媒体意识、加强舆论引导、旧媒体与新兴媒体双赢合作。
[Abstract]:With the continuous progress of social science and the rapid development of information technology, new media, such as Internet, SMS, Weibo, WeChat and so on, are constantly emerging, which make information dissemination more immediate and interactive, and expand the transmission channels of information. Make the dissemination of information more convenient and flexible. According to the results of the survey conducted by the China Internet Network Information Center (CNNIC) on the development of the Internet, as of December 2014, the number of Internet users in China has reached 649 million, and the Internet penetration rate has reached 47.9%, of which, The number of new netizens was 31.17 million, 2.1 percent higher than at the end of last year. Of these, 557 million were connected by mobile devices, 56.72 million more than at the end of 2013, and the proportion of people using mobile devices increased to 85.8 percent, 4.8 percentage points more than in 2013. In the current period of social transformation in China, the social contradictions have become serious, the level of education of the people has improved significantly, the public awareness has awakened, the enthusiasm of social participation has been enhanced, and in the process of modernization of socialism with Chinese characteristics, As a mass media and means to spread information, the masses can speak freely through the use of new media. If the event is to attract public attention, it should satisfy the public, including conflict, abnormal and realistic conditions, and to a certain extent become a hot spot of public opinion. The release of public discourse through new media will magnify social contradictions intentionally or unintentionally. If the government lays aside or fails to deal with it on time, it will become a time bomb affecting social stability. In view of this, under the background of the times, the government how to study the particularity of public opinion brought by new media, and then grasp the characteristics, master the law, deal with it reasonably, and do the management of public opinion well, so as to make the masses satisfied. This paper is divided into five parts: the first part describes the opportunity and impact of the topic, literature review at home and abroad as well as research objects and plans. The second part introduces the definition and theoretical basis of related concepts, mainly defines the concept of "new media" and "public opinion", and analyzes from Maslow's hierarchy of needs theory, social justice theory, agenda setting theory, butterfly effect theory, etc. To provide the theoretical basis for the whole study. The third part studies the current situation of government response to public opinion, compares and analyzes the ways and means of government response to public opinion under the traditional mode, as well as the role and influence of new media in government response to public opinion. The fourth part is mainly to explore the new media era government in the process of dealing with public opinion in the process of misunderstanding and reason analysis, there are mainly cognitive errors, including lack of understanding, slow response; blindly deny, take the opportunity to clarify; Find excuses, desalinate responsibility, and management problems: the lack of government management system, lack of personnel capacity, analysis of the main reasons are not changed in ideology, do not attach importance to new media, public opinion management laws and regulations are not perfect; Lack of public opinion to deal with the system. In the fifth part, the author puts forward some countermeasures on how the government should use new media in dealing with public opinion, mainly to perfect the legislation of public opinion, to construct complete laws and regulations of public opinion management, to strengthen the construction of working system and to perfect the guarantee system; Strengthen the ability to use and deal with new media, establish a correct new media awareness, strengthen public opinion guidance, old media and new media win-win cooperation.
