四川省社会组织参与社会治理的现状与对策研究

【摘要】：社会组织是社会发展进程中所必然产生的一种社会组成部分,是社会建设的重要载体,其承载着社会公共服务的功能,是政府治理社会的重要帮手。当前,中国经济社会的发展面临着难得的历史机遇,同时也面临着诸多风险和挑战。社会领域存在的诸多问题,政府不能也不可能一切包揽,加之人力和财力有限,无法全部提供社会所需的各种公共服务。而社会组织作为政府之外唯一可以提供社会公共服务的组织,政府逐步关注社会组织在社会治理中所扮演的角色和定位。有别于美国、日本、德国等西方国家非盈利、非政府组织在参与社会治理中地位作用,我国的社会组织由于发展时间较短,社会认知度不高,实践经验不足,参与社会治理尚处于初始阶段。虽然政府致力于社会组织的培育扶持与发展,相应法律法规体系也在不断完善中,但由于政治传统、体制机制、社会组织内部治理以及市场融入等诸多方面因素,当前我国社会组织参与社会治理尚未形成规范体系,存在较多问题。本文以治理理论为指引,选取四川省推进社会组织参与社会治理的实践与探索作为切入点,通过典型案例和实施路径分析,从加强法规制度建设、规范社会组织行为、提升社会认知度等方面,归纳总结社会组织参与社会治理的对策建议。实践表明,中国社会组织的存在与发展对国内社会治理结构的变化产生了深刻影响,进一步拓展了公民参与的领域,社会组织为公民参与社会管理事务提供平台,营造了良好的氛围,同时也使社会组织发展成为社会治理中一支不可或缺的重要力量。推动社会组织健康有序发展,准确定位社会组织在社会治理中的角色定位,发挥其在社会治理中的重要作用,是当前国家治理体系建设和治理能力现代化的重要举措。
[Abstract]:Social organization is an inevitable social component in the process of social development. It is an important carrier of social construction. It bears the function of social public service and is an important helper for the government to govern the society. At present, China's economic and social development is faced with rare historical opportunities, but also facing many risks and challenges. There are many problems in the social field, the government can not and can not take everything, combined with limited human and financial resources, can not provide all kinds of public services that the society needs. As the only organization that can provide social public service, the government gradually pays attention to the role and orientation of social organization in social governance. Different from the United States, Japan, Germany and other Western countries, non-governmental organizations play a role in participating in social governance. Because of their short development time, low social awareness, and lack of practical experience, Participation in social governance is still in the initial stage. Although the government is committed to the cultivation and development of social organizations and the corresponding laws and regulations system is being continuously improved, due to political traditions, institutional mechanisms, internal governance of social organizations and market integration, and so on, At present, China's social organizations participate in social governance has not formed a normative system, there are many problems. Under the guidance of governance theory, this paper selects the practice and exploration of promoting the participation of social organizations in social governance in Sichuan Province as a starting point, through typical cases and implementation path analysis, from strengthening the legal system construction, standardizing the behavior of social organizations. To improve social awareness and other aspects, summed up the social organizations to participate in social governance countermeasures. Practice shows that the existence and development of social organizations in China have had a profound impact on the changes in the domestic social governance structure, further expanded the field of citizen participation, and social organizations have provided a platform for citizens to participate in social management affairs. Create a good atmosphere, but also make the development of social organizations become an indispensable force in social governance. Promoting the healthy and orderly development of social organizations, accurately positioning the role of social organizations in social governance, and giving play to its important role in social governance are important measures for the construction of national governance system and the modernization of governance capacity.
