社会稳定风险第三方评估:实践进展、现实障碍与优化策略

【摘要】：近年来,为了提高重大事项社会稳定风险评估的科学性、专业性,避免政府部门"自己评自己"的问题,部分省市开始尝试第三方评估模式并取得了一定进展。然而,在当前的政府购买第三方稳评公共服务过程中仍存在诸如治理主体边界模糊,第三方评估制度化、规范化欠缺,评估主体的合法性不足以及评估专家的专业构成较为单一等问题。因此,应从厘清第三方评估的主体权责关系、推进第三方评估的法治化建设、健全第三方评估机构资质的认证机制等几个方面,综合提高重大事项社会稳定风险第三方评估的可靠性和公信力,从而为完善社会稳定风险评估机制提供参考。
[Abstract]:In recent years, in order to improve the scientific and professional risk assessment of social stability of major events and avoid the problem of "self-evaluation" of government departments, some provinces and cities have begun to try the third-party evaluation model and have made some progress. However, in the process of government purchasing third party stable evaluation of public service, there are still some problems, such as the fuzzy boundary of governance subject, the institutionalization of third party evaluation, and the lack of standardization. The legitimacy of the evaluation body is insufficient and the professional composition of the evaluation expert is relatively single. Therefore, we should clarify the relationship between the rights and responsibilities of the third party evaluation, promote the construction of the third party evaluation by law, and perfect the certification mechanism of the third party evaluation organization. Comprehensively improve the reliability and credibility of the third party assessment of social stability risk in order to provide a reference for perfecting the risk assessment mechanism of social stability.
