技术化行政的演进与大部制改革的整体性逻辑

【摘要】：技术化行政以工具理性为基础,运用概念、推理和量化分析对组织进行有效管理与公共服务的供给。大部制改革的体制机制是基于因特网平台电子技术的发展,实现组织专业化分工与跨部门协同的整体性治理,体现了技术化行政演进的生成逻辑。中国行政体制的改革业已进入到大部制改革的深化阶段。本文在演进分析与实证研究的基础上,回溯技术化行政范式变迁的轨迹,探究整体性治理有效优化大部制改革的制度化策略,进而实现组织发展与整合,这对于优化我国行政体制改革的中层设计具有重要的理论价值和实践意义。
[Abstract]:Technological administration is based on instrumental rationality, which uses concept, reasoning and quantitative analysis to carry out effective management and public service supply to the organization. The institutional mechanism of the reform is based on the development of electronic technology on the Internet platform. It realizes the overall governance of the division of labor between organizations and the cooperation of different departments, and embodies the generative logic of the technological administrative evolution. The reform of China's administrative system has entered the deepening stage of the reform of the large-department system. On the basis of evolution analysis and empirical research, this paper retroactively traces the path of technological administrative paradigm change, explores the institutionalization strategy of overall governance to effectively optimize the large-scale system reform, and then realizes the organizational development and integration. This has important theoretical value and practical significance for optimizing the middle level design of administrative system reform in our country.
