多元社会进程中的利益协调研究

【摘要】：改革开放政策的实施对我国社会产生了积极而深远的影响，经济、文化、政治等多方面因此而发生了重大变革，转型突出表现为社会结构由一元向多元转变。《中共中央关于全面深化改革若干重大问题的决定》是党和政府对这一历程的一次重要回顾、总结，同时也是对国家、民族未来的展望、规划。其包涵的核心内容一方面是完善社会治理体制建设，另一方面是重视、关怀人民生活。从利益协调思想出发，符合多元社会发展进程需要，，将社会治理与民生工作有机结合，助力社会利益分化、利益冲突等现实问题的解决。因此，研究多元社会进程中的利益协调机制，具有很强的现实意义。利益协调机制建设，不仅是社会治理体系的重要组成部分，也是化解当前民生工作中各种难题、保证社会良性健康运转的重要手段。本文总结、概括西方以亚当.斯密、凯恩斯等人为代表的经济学角度和马克思.韦伯等为代表的社会学角度利益协调思想、国内外马克思主义理论中的利益协调思想以及现代社会治理的相关理论为理论基础，分析我国社会在重大转型过程中存在的利益分化冲突现象和利益协调机制运作失灵的表现，发现多元社会进程中社会治理存在着利益表达机制不畅通、利益整合机制不完善、利益约束机制不健全、利益补偿机制不到位的问题。探究问题出现的主要原因有结构、体制、政策和群体等几个方面。在此基础上提出我国多元社会利益协调机制建设的举措，即尊重社会主体多元化的要求，在利益协调机制建设中发挥各种社会组织的作用；保障不同利益群体的合法诉求，在利益协调机制建设中完善法律建构；满足多元社会进程发展需要，在利益协调机制建设中加强不同群体间的综合互补，以达到利益协调机制创新的目的。

As a result, great changes have taken place in many aspects, such as economy, culture, politics, etc. The transformation is manifested in the transformation of the social structure from a single element to a pluralistic one. On the one hand, its core content is to perfect the construction of social governance system, on the other hand, it pays attention to and cares for the people's life. Starting from the idea of interest coordination, it meets the needs of the process of pluralistic social development, organically combines social governance with people's livelihood work, and helps to solve practical problems such as differentiation of social interests and conflict of interests. Therefore, it is of great practical significance to study the mechanism of interest coordination in the process of pluralistic society. The construction of interest coordination mechanism is not only an important part of the social governance system, but also an important means to resolve various problems in the work of people's livelihood and ensure the healthy operation of the society. This paper summarizes and generalizes the West by Adam. Smith, Keynes and others represented by the economic perspective and Marx. Weber and so on represent the sociological angle interest coordination thought, the domestic and foreign Marxism theory interest coordination thought as well as the modern society governance related theory as the theoretical foundation, This paper analyzes the phenomenon of interest differentiation and conflict and the malfunction of interest coordination mechanism in the process of major social transformation in our country, and finds out that the mechanism of interest expression is not smooth and the mechanism of interest integration is not perfect in the process of pluralistic society. Interest restraint mechanism is not perfect, interest compensation mechanism is not in place. The main reasons for this problem are structure, system, policy and group. On the basis of this, this paper puts forward the measures of constructing the coordination mechanism of pluralistic social interests in our country, that is, respecting the requirements of pluralism of social subjects, and playing the role of various social organizations in the construction of interest coordination mechanism; To protect the legitimate demands of different interest groups and perfect the legal construction in the construction of interest coordination mechanism; In order to meet the needs of the development of the pluralistic social process and strengthen the comprehensive complementation among different groups in the construction of the interest coordination mechanism, the aim of the innovation of the interest coordination mechanism can be achieved.
